I mentioned this before, but the reason it seems unlockable is that the two zippers don't meet up. They run parallel to each other and unzip a large flap.
HOWEVER take that cable lock you are running though your mag, and run it though the zipper on one side, through the D-ring of the shoulder strap, through the other zipper and lock it... Voila, locked bag.
If you don't want to do that, you could ... put the whole bag in a lockable plastic tub in your trunk OR just close your trunk if the vehicle is not a minivan/pickup truck ... however, as pointed out above, you need to have it in a locked container when moving from the vehicle.
So YES YOU CAN LOCK IT.
