Single Shot Exemption Explanation/Database Thread

            Question

            Could the SSE process be applied to frames?
            The existence of the roster blocks bare frames. I want to build up a custom 1911 using a STI or Wilson frame. Could a barrel of sufficient length and magazine block be attached to the frame and then be considered single shot? Bill W, care to chime in? Would a dealer stick their neck out on this?

                From what I understand, in his veto message, Brown acknowledged that closing this "loophole" was a good idea, but he vetoed it because it would have also limited private sales of, non-rostered guns, to 2 per year.

                I suspect a bill will be introduced in the next session that will remove the PPT limitations.

                    you haven't been following this?

                    it got vetoed last month. so, we've got at least another year for SSE. But the governor's veto message showed that he would sign an SSE ban without the extras in this bill, so I expect to see it come up next year.

                      If the dealer doing the SSE is willing just build it into a pistol in his shop. That's what we did to DROS AR pistols a few years back.

                          Looks like January 1st is right but it will be 2015 instead of 2014.

                              Like the poster above mentioned his veto notes said he was for "closing the loophole" but not at the expense of telling people how many of their own guns they could sell per year.

                              What are the odds that it gets reintroduced this year, but without that part of the bill?

                                there was an SSE-ban bill on the governor's desk last month that would have gone into effect on 1-1-14. but Jerry Brown vetoed it and in the veto message he said that he agreed that the "loophole" should be closed, but that the bill went to far by restricting the rights of the people to see their legally possesed off-roster handguns. meaning that had that sales restriction not been in the bill, he would have signed it.

                                So, based on the veto message, all they need to do is write a straight up SSE-ban, with no extras, and Brown will probably sign it. and that potential law would probably go into effect 1-1-15, the next normal starting point after next year's legislative session.
