I feel you op, I had something similar.
In 1998 got caught with a loaded firearm in my car. It was my dad's and I was a dumb kid.
was pulled over by Beverly Hills PD for looking suspicious at night.
I was frisked and then they went through the car and found a 380, loaded. Asked who's it was and i said "MINE".
Got charged with:
-Loaded gun (12031(A)(1))
-CCW (12025(A)(1))
-211 (PC)
Judge at the time was VERY lenient and said only probation for 2 years BUT if I got as much as a parking ticket I would go in.
Fast forward to a year ago. Applied to FFL03 and COE.
My COE was issues without a problem!!!
My FFL03 was initially rejected due to my background check. Specifically the FBI/NCIC forwarded a criminal record with NO disposition. Called ATF and spoke to a really nice lady from ATF called and said "what was your disposition honey?". I had NO idea what she was talking about. She suggested I go to BHPD and CA AG offices and get all pertinent paperwork.
Without knowing anything, I went to BHPD and asked for any paperwork and the kind lady from BHPD says "criminal record request?" and I say "yes thats it!"
Get that and a few other certified copies and pay a fee.
Then I figure out I need to go to Los Angeles Attorney General's office.
Got a few certified copies of my court proceedings.
After that, supplied all pertinent copies to ATF and a few weeks later got my FFL03.
CCW and loaded weapon charge stuck. 211 there was NO disposition filing.
Now, for my CCW interview, I went with certified copies of all the above documents and gave it to them, totally told them in my application and my interview and they were like "okayyyyy" lol.Member of/Donated to/Insured by:

Which explains why we need "subjective" determinations as to CCW suitability made unconstitutional. As I do not agree with Ala Co in their qualifying steps, but just to be clear, they did not make me go to Cook Co, everything was submitted through the mail and by phone interaction when obtaining my clearance letter. Also, every county does it differently. My friend in San Mateo county did not have an oral interview or a psych eval when obtaining their CCW. San Mateo Co and Ala Co are only separated by a bridge.
The burden of proof should be on the government (like it usually is), not on the citizen.Comment

ATF Form 4473: If a frame or receiver can only be made into a long gun (rifle or shotgun), it is still a frame or receiver, not a handgun or long gun.Comment

INVESTIGATION definition | Cambridge English Dictionary
Cambridge Dictionary
https://dictionary.cambridge.org ? dictionary ? investi...
the act or process of examining a crime, problem, statement, etc. carefully, especially to discover the truth:
It is in their job description. Yet some fail miserably, while getting fat, feeding at the tax trough and complaining they don't get paid enough.
Bottom line ...... Your IA is too damn lazy to actually investigate.
These lazy abuses will continue as long as [may issue] lives.Comment
