Sorry for the hassle! I hope your situation is rectified quickly.

While it comes as no surprise being this is Alameda we are talking about, it seems like this IA will do anything to avoid issuing a CCW including inventing crimes.
No live Scan yet. The steps in Alameda county are as follows. Apply. Pass the application process and they send you a notification for an oral interview. Pass the oral interview and you take the live scan. Pass the live scan and you take the psych eval. Pass the psych eval and you take the mandatory safety training course. After the training course you come in for the firearm qualification. Pass the firearm qualification and they issue your ccw.

Vehicle Code 31 VC is a California statute that makes it a misdemeanor to provide false information or documentation to a police officer. This includes a false name, driver?s license or vehicle registration. A conviction carries penalties of up to 6 months in jail and a fine of up to $1000.00.

            This ^^^

When I had my interview, I brought up an LE issue I had when I was a juvenile. I also spoke about being one of the defendants in a civil case.

My DMV record is clean, so it wasn't brought up.

            Don't leave anything out.

More practically, "if it isn't written down, it doesn't exist/didn't happen."

                UPDATE:
Received the certified letter from the Clerk of the Circuit Court of Cook County Illinois. As stated in the previous post, there are no records under my name. Scanned and emailed the letter to IA Ala Co. Received a phone call the next day from the deputy in charge of my case. They stated that based on the live scan that I provided and the letter from Cook Co. that my application was removed off of the disqualified list. After a very positive conversation we set up the next phase of the process to come in for the oral interview the following day. I met with the deputy and they could not have been any more grounded, down to earth and completely helpful ! We went over everything that the department had on me in my file. They also mentioned that the department has every record that was ever written down and submitted from all agencies, everywhere, from the day I was born, whether I was arrested or just spoken to. They are not looking for angels, just to weed out the liars. I also asked how a mistake of this magnitude could have happened. They replied that it was most likely a clerical error when the person who shares my name and date of birth was arrested, the clerk who filed the report attached my SS# to the file. They also stated that this was a first that anyone in the department has seen. So I am happy to report that I am back on the qualified list for a CCW. Next phase is the official live scan. Even though I submitted my own live scan I still have to go through their process. ✌

Post 37, I'm glad your efforts so far are overall positive.
I'm disappointed in Alameda County in making the applicant go to Cook County IL instead of Alameda County resolving it without the applicant's help/efforts.
No applicant should need to prove a negative and has nothing to do with searching for "liars".

As I do not agree with Ala Co in their qualifying steps, but just to be clear, they did not make me go to Cook Co, everything was submitted through the mail and by phone interaction when obtaining my clearance letter. Also, every county does it differently. My friend in San Mateo county did not have an oral interview or a psych eval when obtaining their CCW. San Mateo Co and Ala Co are only separated by a bridge.

^^^^^ 100%. That said, with criminal offenses involving your alleged unfavorable interactions with LOEs, you may not ever be approved. Even if it happened 30 years ago, it?s still on a police record somewhere. The CCW laws are designed to allow us our rights while at the same time taking caution not to permit violent gun owners to walk around with concealed firearms.

Now your (denied) applications demonstrate that you?re both unable to be trusted around LEOs AND you?re dishonest (failure to disclose is failure to be honest).

Every county is different. CA law puts CCW regulations in the hands of each respective county sheriff. Even more, some of those sheriffs hand the responsibility to their respective incorporated cities that have their own police departments.

Your county or city will inform you if there?s an appeal process. Here in LA County, you have to apply again in a year or two. It?s probably wisest to go to the agency you applied with to ask about an appeal. Otherwise I?d spend the next year or two cleaning up my record(s).

Just remember?. You don?t have the upper hand so it?s probably wise to stay calm and come ready with paperwork to show why or what on your record is wrong. Even better, pictures and paperwork of you working/volunteering/laughing with firefighters, 1st responders, and/or LEOs.

First thing to do is to read the California application form for a license to carry a concealed weapon.
It clearly states that knowingly making a false statement on the form is a felony.
Then page 4, block 10 asks: Have you withheld any fact that might affect the decision to approve this license?
The OPer apparently marked this "NO".
He may successfully argue that an incident 36 years ago for which yes, he was arrested but no, for which he was not convicted was not important in his mind. Claim Mia Culpa, Mia Culpa. Please forgive me!
"I am responsible for what I say, not what you understand."
or to say it another way:
"I know that you believe you understand what you think I said, but I'm not sure you realize that what you heard is not what I meant."
