In the Nevada list I have non resident CCWs for:
1. Florida
2. Utah
3. Virginia
4. Arizona
5. Texas
I also have Nevada CCW so that qualifies me to CCW in Nevada.
NV CCW requires a training class in Nevada. If you don't want to go through that then a non resident permit listed 1-5 above will allow you to CCW in NV ... BUT laws may change so any permit listed above may some day NOT qualify you to CCW in Nevada, so that is why I just got a NV CCW (renewals training is only 1/2 day).
Of the 5 non resident CCWs listed the ones that require INK fingerprint cards and a physical passport photo; Virginia asks for 2 passport photos (at least for initial apps at the time I applied a while back) are:
1. Florida
3. Virginia
If you don't want to send in passport photos or ink fingerprints cards then...
2. Utah - no ink fingerprinting and you can electronically upload a passport sized photo
4. Arizona - no ink fingerprinting and no passport photo needed
5. Texas - no ink fingerprinting and no passport photo needed
But since taking the training in Vegas for NV CCW is just another excuse to go to Vegas every 5 years (that's how long the permit is good for), I just take the 1/2 day training and live fire and not have to worry about my other non resident CCWs not being valid in NV anymore.
The other non resident CCWs I have are:
Maine
New Hamshire
Connecticut
I used to have (but let expire since I need to physically travel to these states to apply, for training and/or for pick up and did not feel like making the trek anymore) CCWs for: Oregon, Idaho, Washington State, Minnesota. Except for Oregon these states are probably covered for CCW for me with one of my other non resident CCW permits.
Tomorrow 1/17 I pick up my LAPD CCW permit.
