Supposedly they are appealing the decision, but apparently LASD is not rejecting applications from those that don't live in a contract city or unincorporated area of the county.
They are treating them all equally...

Quick Question
So... I have been reading this and other related threads for the past few days. A lot of information to take in, but fairly straightforward. I personally wish to obtain a CCW, and I live in Los Angeles County.
In regards to this matter I was hoping that someone could help me by clarifying/pointing me in the right direction. I apologize in advance if these matters have been addressed previously, neither google nor the site search engine turned up what I was looking for.
1) Do I need to take a CCW course prior to sending in my completed application, or can I wait until it is (wishful thinking) approved?
2) Do I absolutely need to list the firearm(s) on the application? I know its a silly question, but I do not own anything smaller than a N frame, save for a ruger mark III, and if I was positive I would never get a CCW I would never have reason to purchase a small(ish) handgun. (Similarly pistols that have the ability to carry 20 or more rounds do not appeal to me as I can have no more than 10- ex. FN 5.7). If I need to purchase one first I will, but would prefer to wait for approval prior to purchasing.
So I am sure this has been discussed elsewhere but I cannot find it. Thank you in advance for your assistance.Comment

TRAINING IS ONLY GOOD FOR A CERTAIN AMOUNT OF TIME. YOU RISK HAVING TO PAY FOR THE TRAINING TWICE IF YOUR APPLICATION ISN'T APPROVED PRIOR TO TRAINING EXPIRING..

Sorry if this has been asked before (I looked but might have missed it), but on the package it says:
In other words, if I live in a city with its own police, I must apply there first and get rejected and attach the rejection. This section applies to me and anyone in about 25 other cities in LA county. Any thoughts on this? Also, my city has declared G, and also refused to accept my application, so where does that leave me? The whole point of declaring G is to get out of the CCW business and not have to deal with applications, which seems to conflict with what LASD is asking for there.

Either your city's PD is lying to you about there being a MOU, or LASO is playing games.

Not "rejected" (rejecting your app), but "denial" (accepting & processing the app and denying you a CCW permit).
