-If you insult me for my grammar errors, what makes you think I understand the insult?
-Play stupid games, win stupid prizes. Are we done
-Voting is like falling off your bike. Sidewalk or street. Both are painful to fall on. But, the sidewalk (Mitt) is closer to the green grass.

The question before the house is: Given that she is not buying the gun for herself (pretty obvious in the case I described, not obvious in all cases, and not even true in some cases), should the gun store have sold her the gun?
No they should not. The ATF is very clear that KNOWINGLY doing a Straw Sale will get you into trouble. Given your story and the explanation from the store, they knowingly did what they thought was a straw sale.

I've asked the ATF, what if I don't know it's a straw sale, but that is uncovered later. They said they'd come to me and interview me to find out what happened. Unless they see a pattern such as the same dealer keeps having serial numbers come back to him that are from prohibited people it's really not going to get the dealer busted. Now from an ethical standpoint the dealer does have the right to cancel a transaction at any time. Both DOJ and ATF confirmed that. Sucks that you may be out $25.00 for DROS or whatever, but that is your right as a dealer.

If it feels squirrely, we ask. If the answers aren't sounding legit, we decline. Personally, I have no problem doing this in a polite and professional manner.

what just pisses me off are the assclowns working at big5. i took my wife into our local store to buy a rifle. she had been shooting mine . i told her if she took the hunters safety i would buy her something. well she completed it and i saw the sunday ad for big5. they had a pink 870 20g. she instantly wanted it. so we head down and check it out. me being the person who knows more about guns ,i check it out and then hand it off to her. she shoulders it and loks it over.
we start the paper work and i pull out my CC to pay. the mgr starts yelling at me ,telling me im commiting a felony and he should call the police. i asked what his issue was and he said i was doing a straw purchase. i explained that the PINK shotgun is for her,im just paying since its a gift. he continues on and i get bored. i ask for her ID back so we can leave. he explains that he doest have to give it back. well needles to say it didnt go well for him.
i understand why its a big deal but if you dont understand the gun laws you shouldnt be allowed to sell them.
