Is this a parody thread of the Temecula Popeyes incident?

Next time look at the officer and say "do you know who I am? cause they love that.

And yes, I would lodge a formal complaint. Probably won't do anything but it might make you feel better.

Aren't LEO exempt from the handheld device law as long as the device is used "in the course of duty?"

OP states he's a prisoner transport officer with credentials and a duty weapon, recording evidence for his superiors.

Id go talk to the judge before paying any fines

As far as the cop being an Ahole about it... Well, some of them are. Welcome to the real world
Rightful liberty is unobstructed action according to our will within limits drawn around us by the equal rights of others. I do not add 'within the limits of the law' because law is often but the tyrant's will, and always so when it violates the rights of the individual.

Your agency may not allow you to install a dash cam on their vehicles. Next time, just show your supervisor the CHP CAD to prove that there was an accident.

Plus you would not believe how often these officers have to deal with people trying to get a picture of the dead body... SERIOUSLY.

Curious, unless I missed something. Do you work for a government agency? or is this some sort of private company contract with local government agencies.

So yeah. How about not trying to film and drive. Okay?

I've nearly been run over by idiots not paying attention while driving through an accident scene. So yeah, when I'm out on foot on the freeway and there's someone more concerned with taking a picture then with not running me or someone else over, I wouldn't take too kindly to it either.

I'd love to get the officers side of this story.

                          - the law was broken

                          - simple as that

                          - OP learned that being an outsourced prsion-bus driver with a duty weapon does not make him a member of club-blue

                          - I do believe the OP was trying to play "I'm a cop too" when the reality is the prisons outsource drivers who have the same credentials as security guards

                          - I'm not disrespecting security guards, im just saying op forgot his lane...

                          - if op wants to be in club cop, then join... but just like any other club, you gotta be a member.

                          - hey I have lots of tattoos... when I go to get a tattoo I get the club discount. Military people get 15% off round here. And my kids get a free pancake from Denny's on their birthday... they in dat kidz klub..

                          - it is what it is.

                          - but seriously, distracted driving causes accidents.. go hands free and get a dashcam

                            - oh and who remembers the industry club from the 90s when I used to wait tables..

                            - that's right... all waitstaff and bartenders get into the dance club for FREE!!

                            - oh the memories

Maybe if you threw in a 10 code when you were talking to the CHP Officer, like how you threw in a 10 code in your original post, he would think that you too was "on the job".

The number of officers, fire fighter, and medics hit at collision scenes by people not paying attention is going up yearly, don't expect too much sympathy.

As far as you pointing out others doing the same thing, well you ever go fishing and catch all the fish?

If whoever you work for is more concerned about time limits than actual real life, well I'd find a better way to let them know the reason for any delay that doesn't involve a vehicle code violation.
