That's actually not clear. Conversion kit is not defined. It can refer to the bullet button that he seem to think can convert the "fixed mag into a detachable mag."

Did the bill pass as it was written??You don't even need to own the weapon just having the parts you can't even build a feature less rifle.If having a receiver is 1 part and the abilty to have a removeable mag out side of the pistol grip is 1 part.If hi cap mags and mag kits are 1 part each.The handgaurd [shroud] that enciceles the barrel is enougher part.What does any other part that is used on a AW mean???Does that include slings,bipods,red dots etc.etc.If so you can't own any detachable mag fed semi auto.SKS prices are going to sky rocket.
