VPN recommendations

Do any/all VPN's slow down the throughput, and overall time on the internet, whatever the device regardless of browser? I'm a Chrome user with a 600Mbps cable. Netgear Orbi mesh in the house. But when elsewhere/vacation, on a phone, tablet, laptop for example. Does it slow the experience down?
