Since you will no doubt not elaborate, despite making a sweeping and uncertain assertion, I will clarify.
Some municipalities have reporting requirements, ie, a retailer has to report sales to people or businesses within that municipality. That is about 99% of the the "restrictions" you are thinking of, and why licensed retailers won't ship to some places. California does indeed make the possession and importation of tracers illegal. New Jersey makes the possession of hollow point ammo illegal, except for hunting purposes, but does not regulate importation.
An individual can ship "live ammo" within this country via ups or fedex, without limitation. I understand that to be the OP's concern.

I understand that you're referring to some municipal codes in some CA jurisdictions but I was referring to the much larger, and much more complex regulations that vary from state to state, county to county and city to city.
There are places that ammunition CANNOT be shipped to due to local ammunition purchase or transfer regulation. THAT is what I was referring to so obviously both of our comments require deeper elaboration. This is a simplistic but fairly comprehensive list:
Alaska
Ammunition shipments are prohibited. (No ammunition deliveries)

Never mind I found it.
This is that stores policy, it has nothing to do with the law.
The restriction to Alaska is not a state law, it is because everything goes there air, and UPS and FED EX only ship ammo ground. Trust me, a lot of Alaskans are getting ammo. The California restrictions are all reporting, as I mentioned. Plenty of people get ammo delivered to those cities/counties, even by commercial vendors, and there is NOTHING illegal about an individual sending ammo to those places.
