      No ricks position is the same as mine. The op has a stripped lower that he wants to turn into a pistol. Which he cannot legally do with a stripped completely milled out lowe in california. What part of that do you not understand

        I believe your outline is incomplete OP, I think it should be more like this:
        • I can build an AR 15 Pistol if I machine it myself from an 80% lower
        • Do not get the barrel until I finish the lower
        • Assemble the firearm as a single shot firearm (following the legal exemption to the Safe Handgun List)
        • After building a legal single shot firearm, disassemble and reassemble in new legal configuration.


        I haven't assembled an AR pistol myself, I've followed the conversations in several threads, but its entirely possible I've missed something else. The following is from post 17 in one of those threads I believe this addresses RickD427's comments:

          Maybe you didnt read the OPS org post... OP doesnt have any lower yet ... he is asking about getting a 80% and building from that..

          And my understand is you can build from the 80%
          then once you cnc the 80% you can build it to a complete pistol lower... then you can buy and add the upper and the SSE to it,,,

            Cite the law which says you cannot build a pistol from a virgin receiver. Rick's post is not it.

              a leo can get many types of guns that us civies cant get they are exempt from dam near all the laws so a LEO can order just the ar pistol lower without having to worry about the safe handgun BS im not sure if they can sell them to a non leo last I heard some senator was trying to make it illegal for a LEO to ppt a non roster gun but I could be wrong

                But what if I am a LEO how do I order just the AR Pistol lower and who do I get it from?

                    I've seen many disagreements on this board. That's cool. Folks are entitled to their own opinions. I just try to cite the facts as best I can so they can make up their own minds.

                    IMHO, the law is pretty clear on this one.

                    Please don't twist the question here. The OP's question was in regard to building an "AR Pistol." The "AR" design is either semi-auto or auto. Dr. Stoner didn't put any single-shot into the design. You're correct in that the design can be modified into a single shot configuration as an attempt to "get-around" the law, but that's not what the OP originally proposed doing.

                    I know that some folks have advocated building a SSE version of the semi-auto, and then later convert (manufacture?) that weapon into semi-auto as a method of skirting the "Safe Handgun" law. That process is pretty well covered in Post #64 above. I can appreciate the reasoning used in that post. It's just that the District Attorney could equally well argue that you were not done "manufacturing" until you created the semi-auto. Those are uncharted legal waters and one could find themselves in trouble for having done so. If I've missed any law or case decision holding the otherwise, please provide the cite.

                      Mrdd,

                      I believe that you can do an 80% build into a semi-auto pistol (provided that it is not configured as an "Assault Weapon"). It's just that you have to submit it to the DOJ approval process and that process would be extremely costly

                        I haven't done it. If I was going to do it I'd research it extensively before I started. I find it mildly interesting so I have read several threads about it. I have not researched it extensively.

                        As I understand it, when you first assemble the firearm you use a "sled" or "0 magazine" which allows only a single cartridge to be loaded. I believe this is basically a solid magazine. There is a thread on calguns about how to build one (or there used to be). By doing this you are building a roster exempt single shot pistol [PC 32100(b)]. I don't know if the sled is the only requirement to make it single shot.

                          I am unaware of a requirement to show anyone.

                          There was a pistol lower in the for sale forum earlier today. I don't know if it sold.

                          I just checked the market place forum and couldn't find the Pistol lower for sale

                            No one is twisting anything. This is exactly what we are talking about.

                            In any case, my original comment was a response to phdo. I hoped he would explain his reasoning but he has not returned.

                            Then, warhawk threw in a comment about about not being able to switch from a rifle to a pistol, which is irrelevant to this discussion. The OP was talking about building based on a stripped virgin receiver. Such a receiver is neither a rifle nor a pistol. It is just a receiver. It can be built into anything under federal law. I understand that there is some concern about state complications, but that is not settled. It was never pursued because the people in the know decided to take a more comprehensive approach to the problem.

                                The OP never stated that he has a stripped lower that he wants to turn into a pistol. He is asking about doing an 80% build.
