            It all depends on what options you pick. Level 4 runs about $7500-$9000. You won't get IIIa for $5k.

                      In my research I've found that there are dealers who will sell to non-LEO, MIL, Gov. For these dealers with a no-civie policy it 1 of 2 things; 1 they don't want the liability if they sell one to a Felon, 2 some just believe that LEO & MIL should have them.
                      If you really want one you can show up to a local gunshow and the guy selling vests should be there with his story about, "Buy now or you won't be able to in the future because they will be Illegal".
                      I remember the folks here telling me the finish and quality of his stuff was not great so I began looking online. In my search I've found folks that will sell and for those that won't; well, that is what LEO friends are for.

                          i'm actually just looking for something light that will stop a 9mm, .45, .40 (which i believe are the most common hand gun calibers used by criminals) so I guess i am looking for I or IIa. I think I would prefer black, and of course price does not matter too much, since one day it could be saving my life, hopefully it would never come to that situation though. I am a small guy. 5'11 140lbs. So I would like to keep it rather light.

                            To reiterate what I've already told you.....

                            It sounds like you are after a concealable type vest, not a full-on tactical vest covered in webbing and pouches.

                            My recommendation is a level IIIa vest, which will provide you with protection against most of the commonly available handgun calibers you're likely to encounter. You could go with a level II, which might be a bit more comfortable if you are planning on wearing it for 10-12hrs at a stretch, but it will also sacrifice a bit of ballistic & trauma protection.
