Barnes himself actually said the appoval rate was 99.6%.

Besides accepting a simple "self-defense" statement or dropping GC, OCSD has really nothing else to do. It's already pro-2A tolerant or even friendly in some aspects.

When I lived In Anaheim and went to UCI , OC was one of the most conservative counties in the US. There was no such thing as too much to the right.

Dropping the "Good Cause" statement and supporting documents requirement and just allowing the applicant to use "Self-Defense" would be a HUGE change.

Not directly because the ruling was about NY unconstitutional law.
They need to be sued.

It's the law of the land until overturned either by amendment or the SCOTUS reversing its decision.

So, for now, I am allowed to use Self-defense as reason.

This is an interesting perspective. If the only permit available is one that violates Constitutional law, and if permits may be allowable under the Constitution but certainly not required, then I have to concur with your analysis. So, it seems that at present, CA has no valid law prohibiting either OC or CC, and that if they want to enact such legislation they may, but until then let freedom reign!
On the other hand, good luck explaining that tiday to the average LEO on the beat.

Guess I'm lucky, "self defense" been GC here in Ventura County since 2014.
