A hundred hours? Four full days?To do it right really means spending about a hundred hours studying the nuances of all the applicable federal and state laws. Basically, you can buy c&r long guns from anyone, you can sell c&r long guns to other FFLs, and you can get ammo shipped to your door. There are seveal exceptions and some additions, but that's my summary of it. If that sounds interesting to you go for it. Otherwise I'd say it's a waste of time.

Do you guys mind rattling off a few places that acknowledge the FFL03+COE and will ship ammo to front door? So far I know LAX Ammo and Target Sports USA.
Also, if buying ammo in person from a LGS are we exempt from the background and $1 fee?

Batfe already processed my FFL03 and I'm waiting for it to come in. My coe.has been processing for 30.days. any idea how long that's going to take?Comment

1. there is a thread listing all the out of state FFL will ship with 03, i'm too lazy to find it.

Don't know current processing times but when I did mine several years ago, it took approximately 2 months or so from when I submitted my application to when I received my license. Just be patient. If you're really concerned, you can contact them. ATF actually has their crap together as far as customer service and they can give you a time frame that's probably fairly accurate.NRA Benefactor Life Member

Federally is real easy.Just got my FFL03, still waiting (and waiting...) for my COE. Basically, you can buy c&r long guns from anyone, you can sell c&r long guns to other FFLs, and you can get ammo shipped to your door. There are seveal exceptions and some additions, but that's my summary of it. If that sounds interesting to you go for it. Otherwise I'd say it's a waste of time.
No UPS Store for firearms, but there's a UPS center near you in Compton. I'm not sure about their rules for ammo.
1. You are not a dealer. You can't buy C&R firearms for others.
2. There are three things having a C&R FFL allows you to do.
1. "Acquire" C&R firearms into your collection. "Acquire" means anyway
you can get a C&R. A gift. buy it from a FFL of any type.
2. "Hold" a C&R in your collection. Just like a museum. Your collection is
your "museum".
3. "Dispose" of a C&R firearm from your collection. "Dispose" means any
way a firearm leaves your collection. Gift, sale. Even stolen.
When you "Acquire" a C&R firearm as a licensed collector you are required to list it in your bound book. Regardless of how you "acquired" the C&R it needs to be listed in your book.
Holding a C&R requires no action. It's listed in your book.
"Disposing" of a C&R firearm requires you to follow all state and federal laws. So if you sell, give away have something stolen. Whatever you list who you "disposed" the C&R to.
If it's a FFL you just put the name and address of the FFL. If you sell it to another collector who has a C&R you list their name and FFL number.
If you sell it to a individual and use a FFL for the disposition. You list the FFL as who you disposed of the C&R to.
You don't need to list any of the C&R firearms you already have in your collection in your bound book.
If you "dispose" of a C&R firearm you had before you were licensed you need to enter that gun in the acquisition side of your book. The only notation you need to list other than the firearms description is "from personal collection".
You then follow the above information regarding the disposition.
It's not that hard.
You can also use pencil while making entries in your book. There is no Federal requirement to use a pen.
Keep current and make the entries when you do acquire and dispose of C&R's. Don't wait and forget. I think you have three days to make the entries.Poke'm with a stick!

You are also exempt to 1in30, AB879 and can acquire ammo out of state, C&Rs out of state and bring them in yourself.
