    Another 03-FFL & COE thread

    I know there's another thread going by Fat Old Guy, but I didn't want to hi-jack his thread.

    I've been contemplating getting an 03 FFL & COE for the obvious reasons. I pretty much stocked up on all my defensive calibers before all this new background/eligibility check non-sense started, but I didn't really stock up much on my hunting calibers; 6.5, .308, .270, bird shot etc., but I have a couple questions.

    For one, if the ammo is shipped via UPS or FedEx, can I have it held at a hub for pick-up? I live in Westchester (city of L.A. basically), so I'm not sure if I can have ammo shipped to my door, even with the 03 FFL. Even if I could, I wouldn't want to. Both the wife and I work most of the day, and I worry about porch pirates, so I'd rather pick it up. This would be more convenient than having to make an appointment to go pick my ammo up weeks after having arrived from whatever 01 FFL I would otherwise have it shipped to with the way things are right now.

    Also, would I be able to run the now required eligibility checks for others? I'm sure once friends and family members found out I had a license to order ammo, they'd be beating down my door, but I'd want to keep it on the up and up of course. Acquiring a business license/retail sales permit and selling ammo as a side business also crossed my mind, though I need to look that up first. L.A. strikes me as one of those municipalities that wouldn't allow a home based FFL, even if it is only an '03.

      No to buying for friends and family if you believe that is a moral law worth following. It is the law.

        LA also can't refuse to give an 03 as they have no say. You notify them, they can't do anything.

            After all of the comments on my thread, I finally decided today to do the deed and go get my FFL-03 and COE. Tomorrow I'll go and get my Livescan. Hopefully, everything goes smoothly

                Good to know. Probably better to keep my mouth shut about it then. I burn through a good amount of ammo just for myself on an annual basis, so any potential savings in money and convenience would be well worth it just for me alone.

                Edit to add:

                I just looked into it. I guess to be able to transfer ammo, I would have to acquire an ammunition vendors license from the state in addition to a business license from the city, as well as a sellers permit from the state Board of Equalization. No thanks. If I go forward with it, it will be just for myself.

                  1. Usually UPS/Fedex will just leave it at your door unless a signature required was added to the parcel. Or I believe UPS lets you purchase an option (fee) to pick up at hub.

                  2. No. You need a Vendor/Dealer ammo license.

                    Getting an FFL isn't difficult but given the paperwork, it can be a little intimidating. In this post, we lay out how to get an FFL.




                    What is a Certificate of Eligibility (COE)? A “Certificate of Eligibility” certifies the Department of Justice (DOJ) has checked its records and determined the recipient is not prohibited from acquiring or possessing firearms at the time the firearms eligibility criminal background check was performed.

                        Just got my FFL03, still waiting (and waiting...) for my COE. To do it right really means spending about a hundred hours studying the nuances of all the applicable federal and state laws. Basically, you can buy c&r long guns from anyone, you can sell c&r long guns to other FFLs, and you can get ammo shipped to your door. There are seveal exceptions and some additions, but that's my summary of it. If that sounds interesting to you go for it. Otherwise I'd say it's a waste of time.
                        No UPS Store for firearms, but there's a UPS center near you in Compton. I'm not sure about their rules for ammo.

                          i believe regulations say the ammo has to be shipped to the physical address on the 03FFL, as far as as having the parcel redirected to fed ex/ups i haven't had tried that yet

                            Open a mailbox at the UPS store. They sign for my mail and packages and I don't have to worry about mail/package theft. Also, I don't have to monitor my shipments all day and make sure I'm there right when the delivery guy arrives.

                              Well, I did it. Went and got my live scan done this afternoon. Filled out and mailed the 03FFL application to ATF, sent a copy to our dipstick sheriff, went on to CFARS and filled out the COE application.

                              I guess it's all a waiting game now.
