    "Disposing" of a C&R firearm requires you to follow all state and federal laws. So if you sell, give away have something stolen. Whatever you list who you "disposed" the C&R to.

    If it's a FFL you just put the name and address of the FFL. If you sell it to another collector who has a C&R you list their name and FFL number.

    If you sell it to a individual and use a FFL for the disposition. You list the FFL as who you disposed of the C&R to.

    You don't need to list any of the C&R firearms you already have in your collection in your bound book.

    If you "dispose" of a C&R firearm you had before you were licensed you need to enter that gun in the acquisition side of your book. The only notation you need to list other than the firearms description is "from personal collection".

    You then follow the above information regarding the disposition.

    It's not that hard.

    You can also use pencil while making entries in your book. There is no Federal requirement to use a pen.

    Keep current and make the entries when you do acquire and dispose of C&R's. Don't wait and forget. I think you have three days to make the entries.
    After you acquire you have to File it in the CRIS or file and mail a BOF 4100A if im not mistaken. I just filed one today for my FFL03

      That is going to stop you from having them ship it to somewhere else.
      That does not stop you from contacting the shipper after the package is already en-route and asking the shipper to hold it at the nearest depot for you.

      Also, many sellers do not realize that Westchester is a neighborhood within the CITY of Los Angeles and will NOT ship to the CITY of Los Angeles but MAY ship to the CITY of Westchester because they don't know it's a neighborhood of Los Angeles.
      So, when you apply for your FFL, make sure you list your CITY as Westchester.
      Then go ammo shopping and see if your order gets rejected or not.

          If you don't spend a good deal of time researching just that bit alone, you will seriously misinterpret what it means. And most FFL03s do.

          What is the legal definition of "actual possession"? Why is the Public Law 104-208 amendment important here?

          I stand by my statement. Between the USC, CFR, CPC, and Cal Regs, there are countless pages of law to sift through, just counting those of interest to collectors. Not to mention regulations from USPS / UPS on firearms shipments. If you only ever want to buy a couple of c&r long guns and some ammo, then fine. But if you really want to do it right, then coming up to speed on all the laws is part of the hobby and it takes some time.

            What I listed are the Federal requirements. The information you are referring to are California related laws.

            They have nothing to do with what is Federally required.

            Read the first sentence in my post.

                      Hi! I applied for my COE and received it within about 30 days of the livescan. On May 11th, I filled out my 03 FFL form and sent a copy to my CLEO (chief of police for my city) and the ATF. A friend of mine sent his FFL out a week after mine and got his 03 FFL in less then two months. Is it possible that my Chief of Police if holding up my FFL even though I have the cleanest background? I was going to give him and the ATF a call to try and understand whats holding up my application. Any thoughts??

                        The local CoP does not interface with BATF on the application in most circumstances, hopefully you sent the correct copy to the correct agency.
                        If you used a CC for the FFL fee, see if you have been charged.

                          Rather than start another thread can i ask for assitance here?

                          I'm not sure why the PDF doesnt come with the agency info already filled out but what do i put there? I went to get a livescan and they said that part needs to be filled out. I cannot find that info anywhere on the COE website.

                          They looked up the ORI i had and didnt see "Certificate of Eligibility" in the pull down.

                            The notary I went to had all that info. I showed him the paperwork. He said I had the wrong one...then pulled out the correct paperwork. Which was the exact same one I had, except with the credentials you're looking for.

                                Yeah i opened one that i had saved and it had the info populated but it wasnt the one from one page in the DOJ website. Seems you have to open it in a pdf editor. The browser link will not populate. Anyways, Thanks for your help. I'm Good now.


                                Here it is attached in case anyone has the same problem in the future. It seems you must open it in a pdf editor like Adobe Acrobat Reader.
