The biggest danger now is getting a ticket or arrested for shooting on it, it's closed.
What is closed? BLM is open to recreation. It is their "improved" campgrounds or other "improved" facilities that are closed, in order to minimize the potential for large gatherings.
If things have changed within the last 10 days, we need a fresh cite. Thanks..

Areas in San Diego are closed to shooting because of fire restrictions but still open to recreation.
MORENO VALLEY, Calif. – The Bureau of Land Management has elevated its seasonal fire restrictions effective immediately for BLM-managed public lands managed by the California Desert District within Los Angeles, Orange, San Bernardino, Riverside, Imperial, southern Inyo, eastern Mono, San Diego, and eastern Kern counties. These restrictions will remain in effect until December 15, unless terminated sooner if conditions warrant.“With increasing temperatures and decreasing humidity, restrictions are necessary, and we ask for your cooperation to help minimize fire potential,” said CaliforniaComment

I'm voting your answer as likeliest correct. Right up there with vehicular accidents.
My gut tells me that, if we were to make an accurate list of the "50 most common causes of death in the desert", that "Being murdered by a stranger" would be at or near the bottom of that list.
History tells us, that we're far, far more likely to accidently shoot our own foot off, than we are to be approached and shot by a stranger.
But, my biggest concerns in the wildlands, are typically

I had one bad experience. It was in the mid 1980s, and I was shooting at the Kitchen Creek shooting area. I was alone, went 100 yards down range to change my target, and while I was down range, a load of teenagers pulled up and started shooting. I yelled at them, but could not get their attention. I ended up going over to them to read them the riot act, but they were apologetic and sorry, and had no range experience and thought it would be ok to shoot at objects that were 20 yards lateral to me.
Another observation that I have had is, it is surprising how quick a car can pull up to your location. I have had other shooters pull up and inform me where they are going to be shooting and ask me where I intend to shoot, which is legitimate and friendly. If they were people who are intent on doing wrong, being alone or unloaded could have serious consequences.sigpicComment

While we're on the topic, it would be much appreciated if anyone could recommend a BLM spot for a couple nights camping (and some shooting) within range of SF. I'm an avid outdoorsman, stringent LNT practitioner, and will respect your spot. Pretty please?
