When a range has a policy like this, i will show them a box of ammo with brass and then once in the range i will shoot nothing but steel cased ammo hoping to cause them hassles.
I use my brass for reloading. F them and this policy.
Of course i would generally avoid the place altogether but i always have some cheap steel cased ammo in case i end up in a place like that.
