      I'd complain mightily. PSA's terms and conditions (always read the terms and conditions) say that they will cancel the order and charge a restocking fee if a customer orders ammunition "that is illegal to own in their state." Since 22lr isn't illegal to own in California (at least, not yet), they should not charge you a fee, according to their own terms of sale.

        They may use that as a technicality and say since they can't ship it to your location, they cancelled the order (and charge a restocking fee)

          This actually happens, well maybe not the rock paper scissors but retailers don't always release ammo as soon as their shipment gets in. Ive been told by walmart managers they have ammo in the back but aren't stocking the shelves till the morning even when the store was a 24 hr store. Explanation was it brings more people in with more of a chance they will buy other stuff in his store. They aren't hiding it, its not unfair, and its definitely not a conspiracy theory. Its just plain old business.

            Minimag still in stock. Is it really worth it to pay the $20 hazmat for 100rds??

            I got the Cabelas visa thinking it would make it worth while ordering 22lr and primers when they are decently priced but limited to one box per order, but with the hazmat on one box it kinda kills it

                In my opinion, Walmart is a LOT different than other ammo retailers. To me, Walmart exists in its own special reality that has no correlation to business sense. My experience with many different Walmart stores and employees in the Sporting Goods sections of Walmarts mainly in SoCal, but also in other parts of the country, is that each individual store has their own set of ammo "rules". Some stock at 7AM, some at 4PM, and some at 8PM. Some don't stock on weekends, some won't sell ammo after 9PM. And, almost always, there are customers lurking around the ammo cabinets hoping for the magical appearance of whatever ammo they are hoping to buy. I think that ammo sales give a real sense of empowerment to Walmart employees, and I think most really enjoy it!

                  Yea any orders containing powder or primers = HAZ MAT fee unfortunately. It would be fine if they allowed you to buy a large quantity of powder/primers but they are in short supply at the moment.

                        Ya, if you order multiple times in 1 day. They will refund the money in 2 days usually.

                          Hmmmmm. Do they check the address? I bought a box for my friend using his card but my place for shipment since he's not home to sign for it during normal hours

                            I think it's per customer, not address. It's hit and miss on the cancellations, sometimes they catch it, sometimes it passes through.
