    Live scan is a back ground check?

    Can you sell ammo and make ammo with the 03?

      No. You can mail-order ammo and have it sent directly to your door, but you are not authorized to sell ammo beyond what individuals are allowed to sell.

        I Went to Alameda County office of Juveniles for the document. There was no record of charges since I didn't appear in front of a judge at the time in 1995. The office gave me a document with a stamp from the court to give the ATF. Called the ATF contact that was listed from the letter and said that the document would suffice. Sent out the document to ATF yesterday to deliver on Tuesday.

        We'll see how it goes from there.

          12/06/2023 Mailed new application
          12/12/2023 ATF charged credit card
          12/30/2023 Received new FFL03 with new License Number

            COE, livescan, and FFL 03 Application mailed on 12/6/2023
            FFL 03 received on 1/2/2023 (effective 1/1/2023).
            COE and livescan (CA and FBI complete) still pending.

            Still no idea why the firearms portion is taking so long. I did Livescan a few months ago for CCW license (which I am now a current holder - fat load of good that is doing for be now thanks to the 9th circuit). At that time the firearms portion took two days. Maybe they keep it as pending until they complete the COE.

            I did receive that email requesting my FFL03 number (12/28/2023) and replied indicating that I did not have it and did not believe that they needed it to process the COE. Do they response to such emails directly?

            Anyway, I would love to order some ammo (just a little) before the prices start going up again.

            COE Issued today 1/5/2024 which means that the FFL03 and COE where both issued within a month of applying and that was with christmas and new years holidays in the middle.

              10/27/2023 - Did Livescan and applied for COE.

              10/28/2023 - Mailed my application to ATF along with a courtesy letter.

              10/30/2023 - DOJ emailed requested FFL #. Replied that it was in process.

              11/2/2023 - ATF took funds from account.

              11/14/2023 - COE finally approved. (Seems that it took longer compared to others after reply, not sure why [emoji2377])

              12/19/2023- Received letter in mail regarding a juvenile arrest in 1995. ATF needed a disposition of charges document.

              12/20/2023 - sent off documents obtained at Alameda County Sherriff's office.

              1/19/2024 - Received FFL03 in the mail.

                Those actions would require a full dealer FFL.

                Being a licensed collector (03 FFL holder) does not allow you to do any commercial sales of any type.

                In fact it specifically prohibits any business activities.

                  There is a FFL for ammunition manufacturing. I had one many years ago when I was doing custom reloading.

                      Yep, this activity is what spurred the ATF to audit 03 FFLs back in the late 90's early 2000's?
                      I forgot when they came to do my audit.

                      ATF stopped 03 FFL audits after they decided they had bigger fish to fry.

                        How long is a Livescan good for? Do you have to get a livescan specific fir the FFL03? If you have a ccw permit is another scan required? TIA

                          No livescan for the FFL03. The livescan is for the COE.

                            Live scans are specific.
                            So
                            1 for ccw
                            1 for coe
                            1 to volunteer at your kids school ect.ect.
                            You will pay a fee for each even if done at same time, no doubble dipping or killing 2 birds with 1 shot.

                              Just realized my 03 expired in October so I have to renew of course. I was trying to think back and could have swore they sent letters out with the form versus the CoE where it's on the applicant to keep on top of yearly renewals. It appears I never got the letter which I thought weird but going through this thread it seems to happen. Any reason for this? Kind of annoyed I'm going to have to go through the whole process again along with the wait but I guess I also get to retire my book.

                                Been so long since applying for 03 FFL, after filing out Part A, is Part B only if you have additional persons to be added to the FFL? In other words is Part A and payment info all they need for the applying individual, or do i have to give them the info on Part B including my old FFL #?
