You can start a new bound book with a new FFL03 issuance.
    I see, thanks.
I have an 03 but have used it so little sometimes I wonder why I bother renewing it.

If you have a COE and 03 FFL you are able to order ammo directly to your door?
Do you have to pay sales tax to the state if not already collected by the seller?

Yes. To the door of your FFL 03 address.

To my knowledge, sales tax is collected by the seller. It?s like ordering primers, powders, chamber flags and paper targets from Brownells. Your cart adds tax and shipping. Now add a box of .45 Long Colt. More tax and probably more in shipping.

The only difference is you?re going to email Brownells a copy of your FFL 03 and COE for the .45 Long Colt.

My initial process a few years back had me receive the 03FFL within 30 days of sending in the application and about six weeks for the CoE.
My friends and family disavow all knowledge of my existence, let alone my opinions.

I applied for a 03 FFL and a COE last may, and I had both within 30 days.

It was never my intention to let it expire but i never received my renewal form in the mail. I had been calling nonstop and couldnt get through to the AFT to send me a new one. Upon researching online I saw the benefit of letting it expire and not needing to keep the bound book anymore for the past 3 yrs.

Same here, renewed it several times after moving out of state. Local FFL charges $15 for transfer and no waiting period......yet (things may change a lot next year with 11 Bills pending, so no real benefit to deal with the 03 FFL. Never got the renewal notice last year, first time since the 1990's, so just let it go.

Haven't looked at the 03 FFL app requirements lately, so you have to submit fingerprints to the ATF now?

No fingerprints necessary. Just fill out the form and turn it jn to the atf with $30 then mail a copy to your cleo and youre done. Its insanely easy and no hassle.

Thanks, the thread got my curiosity up, so I did go and check the ATF site. Same procedure as back in the 1980's (only you can fill out the form on the computer), no supporting docs and it also states (again) NO ON SITE Inspections required for 03's.

                        Still waiting for mine.

                        FFL03 app:
                        10/11 - Mailed in application
10/18 - ATF cashed my check

Too bad I'm missing the Underwood 30% ammo deal today. Hope it gets here before I get the call from CMP 1911.

November 17, 2023 I received the incomplete email from CFARS and immediately responded stating that I am in process with my application for my FFL03 C&R. As of today my COE application is still in process in CFARS. I've been seeing that everyone was getting approved within 24 hours after getting the incomplete status email.

I was wondering is that common that it takes longer for California to approve the COE. Am I going to have to resubmit fingerprints if nothing happens soon?

I replied to them with the same answer as you with my ID#.

It took 2 weeks after i emailed them that my FFL03 was in the works but it eventually got approved. You will get an email when it I'd approved.

I waited 6 months for my COE paid the money did the entire process, then moved out of state. Never did get the COE, they got my money though!
I'll probably apply for a 03 FFL after the first of the year, after I liquidate some of the herd that's been following me around.
