For those interested in FFL03/COE application

Does anyone know if living in Sacramento disqualifies me from getting ammo shipped to my house? My address is in Sacramento but I am in the county and not the city. Not sure how companies could distinguish the difference not being in the city?

A 03 FFL and a COE allows one to receive ammunition shipments. I am aware that the City of Sacramento has its own rules about ammunition purchases. They only apply to those within the city limits - unincorporated Sacramento County is not affected.
There is also an argument that the city's rule is pre-empted by state law.

I emailed the ATF and they said everything was good to go, I will receive the FFL in 60 days from the date it was accepted.

ETA: just emailed them. I see their "processing" time estimates are 2 months, but come on man!

Your application was received and entered into our system on 10/20/23. If there are no errors on the form or any other issues, your license will be issued within 60 days of that date.

11/1/2023 - Mailed Application to ATF w/ Courtesy notification to my CLEO
11/1/2023 - Applied for COE
11/8/2023 - Credit Card charged by ATF
11/17/2023 - Received emailed for CADOJ requesting FFL number
11/17/2023 - Replied to emailed stating still in process with ATF/No FFL number
12/1/2023 - COE finally approved
12/18/2023 - FFL arrived in the mail

10/27 - Replied to email and in CFARS
10/28 - COE approved

12/18 - FFL03 arrived!


Felt like it took forever. Time to get some 10mm ammo at a reasonable price and now when CMP ships my 1911 I can bring it home the day it comes in

12/19/2023- FFL03 received in the mail.

My livescan for my CCW took all of 2 days. However, the livescan for the COE is still pending and will be on the 2-week mark tomorrow.

Does anyone else know if this livescan takes longer than a regular livescan? Or maybe they are slow rolling it because of the livescan for CCW...

Interesting. Mine was similar but took longer for 03.

Well I jumped the gun on that one. it wasn't my FFL03 but instead was a letter from the ATF requesting additional info/documents regarding a Juvenile arrest when I was 14 (used to do graffiti. Booked for Vandalism, went to Juvie.)

Talked to the ATF agent assigned to the letter. I have to go to the Juvenile facility in San Leandro and get a disposition on charges to mail out to them.

Letter says must respond with document in 45 days of receiving letter or will be refunded.

Just thought I'd share in case anyone else is on the same boat.

Update 12/20/2023 - Received my FFL03 today -

I had similar experience with my COE application:

10/19/23: Had livescan done and appled for COE;
10/19/23: Mailed application for FFL 03;
10/24/23: Credit card charged by ATF;
10/27/23: Recevied email from CA DOJ requesting FFL03 #;
10/28/23: I responded it is in process;
10/30/23: COE approved.

Very impressive (I was expecting 2 months for my COE application).

My FFL03 is still pending.
