I'm stilling trying to get my first COE. Applied back in October. Finally 6 weeks ago my application was marked as DELAYED to give them time for further investigation. I've written and left numerous phone message and never get a reply. It's so frustrating because there is no way in hell they are going to let you talk to a real person. If anyone knows where the office that handles this is located I'd sure like to go there and speak to someone, anyone! Anyone elses COE take this long. 5 months and still waiting!!!

No, that is a long time. It is near impossible to get a person on the phone. I did once or twice years ago. I wish I could remember the numbers I pressed, I would call back again several times and each time press different numbers. It finally paid off; however, I was on hold waiting for 45min to an hour each time and then a live person came on.

I just sent in my renewal on March 3rd. As mentioned I gave them my real ID, but no FFL number was needed this go around.

Just renewed my COE online on 59 days to go until expiration. Only sent a current photo of my CDL. Received my renewal in 16 days! I always expect the worst when dealing with a state or Federal agency. I was pleasantly surprised.

Do I need a COE along with my FFL 03 to be exempt for the 1 in 30 days law?

I had an issue where I couldn't log into my CFARS account to renew my COE. I used the contact email address on the main page and got a response within a week and got my issue resolved, after which I was able to log in and renew my COE without issue. I believe I got the renewal under a month after that.

In the past I've provided my C&R FFL number with renewal. I didn't see a prompt or specific place to add this time - still needed or not? My C&R doesn't expire until Dec 2024 and I'd presume they still have the info.

Needed and if so, where to put?

I'm currently 5 weeks into "Decision in Process" for renewing mine and it is now expired.

I'm 11 months into waiting for DMV to send me the custom license plates I paid for almost a year ago.

While I know that those two are very different agencies, F both of them and F California for their horrifically and maliciously tedious and slow processes.

I would contact the department That handles the COE processing (email or phone if u could find a number they'd answer) and ask why the hold up or issue. (Assuming they're not backlogged due to being short staffed). I know it might not help solve the problem, but who knows how long it might take to get a decision/approval. Mine took much longer this year than last year (did it in beginning of January).

As to the DMV, if u have AAA, they might be able to help see what's the holdup. 10000% better than dealing with DMV. If u dont have AAA, might be worth it to get it.

I have deal with many various CA govt agencies for nearly 30 years, and all I can say is, we can thank our ? leader and others at the top of CA politicans for the many years @!%&# service we have gotten.

It’s never been needed, and when DOJ might have asked for it and the applicant declined, the COE was still approved.

i recently renewed, and submitted on the 60th day prior to expiry. The approval came through (without question on including the FFL-03) in 4 days.

That was my experience also - they didn't ask, I didn't provide and renewal went through fine.

I recently renewed my COE. I remembered to renew about 10 days before the expiration date. I filled out the form and sent all the documents needed. Paid online. Then nothing. No acknowledgement of any kind. I checked the day after expiration and it was approved 😅

I was asked for my FFL03 when I first applied for COE. I was not asked for my FFL03 on the renewel.

Sometimes they ask, sometimes they don't. I have a feeling it could be like ur CA Dl/ID (which I have been asked for as well) when it's the year of expiration. Not 100% sure....but whether u give it or not when asked (03 FFL), I would imagine they have some sort of way of finding out. I just know when asked before, that once I did, my COE was approved for renewal almost instantly or very quickly. I know you have to give a copy to ur CLEO (police or sheriff depending on where ur live). Never hear anything from them, just required to do by ATF. Provide it or not to CA DOJ on ur renewal application online, just do what you feel is right. I do not know if it makes any difference in how fast they will process renewal, all I know is mine seems to get done very quickly when asked.
