    One copy will go to ATF, the other copy will go to your chief LEO.

      4. Chief Law Enforcement Officer (CLEO) - Applicants must submit a copy of the completed application to the Chief Law Enforcement Officer (CLEO) of the locality in which the premises sought to be licensed is located (see definition #1). Part A, item #20d requires certification that a completed copy of the application has been sent.
      A (brief) cover letter is always nice. Why you want it isn't important...you're just following federal requirements to notify.

      Follow the instructions. They don't require it because the Feds don't care about CA state law. The requirement to notify the local CLEO is for the FFL, not the COE.

        One last question, should I or do I need to wait for a response from getting the COE first...what I mean is, should I do the COE first and wait for an approval of any kind before sending off all the paperwork to ATF and CLEO?

          I would wait for the COE, which you can get within 1-2 business days after your livescan submission. While the BATF may take weeks to months.

              Making progress is fun. I'd suggest you get the COE now. The major portion of your cash outlay is the COE, and without it, your FFL03 won't do what you want it to do. The FFL03 is $30 for a 3-year license; the COE is one year, but renews for $22.

              Do it now, and you'll always remember to renew it as a Christmas/New Year's gift to yourself.

                Here is what I sent to my Chief along with a copy of my ATF application.

                Chief _______,

                The ATF requires me to send you a copy of this application. No action is required on your part. All questions should be directed to the ATF.

                  No need to wait for the COE to be issued. The COE is a California thing. It has no bearing on getting a FFL03. Our overseers have decided that they want to burden us little people with more regulation. In the free states there are no other silly restrictions on an FFL03 to do their business of collecting.

                    Well, I did the COE on Friday and filled out all the online stuff. Gonna just send off all the ATF application paperwork tomorrow Monday including the CLEO copy and letter. Hope it doesn't take too long.

                      Hey everyone, just wanted to pass this along for those of you doing your COE. My application got kicked back because I didn't upload a copy of my CDL. Well, since I was doing this application on my phone, I didn't see anywhere for a document upload.

                      So I sent DOJ a message saying that there was nothing there, no link or anything that I could see for uploading documents. I started using my laptop and there everything was, right there.

                      So again, just passing this along for those looking to do theirs, it's better to do it on a home PC...

                        Got my approval today! So what's next, what do I do with the CoE, do I take it to my local gun retailer and have it put on file? I downloaded a copy to have on my phone.

                        Sorry for the stupid question but I honestly don't know what having a CoE entitles someone. I'm still waiting on the FFL03 to be processed which I may not hear back on for another few weeks...guessing that takes a bit longer.

                        Anyways, was just curious...

                          You keep the COE. (I keep a copy in my car.). The COE alone (with I.D.) can be used for ammunition purchase background checks ($1) and provides an exemption from the 1-in-30 purchase limits.

                          When you get your FFL03, you can provide it and the COE electronically to various vendors to qualify for out-of-state purchase and direct shipment of ammunition. Some vendors (Brownell’s, etc.) also provide a minor discount for FFL03 holders.

                          If you get into C&R firearms, there are other advantages.

                            Sorry if this has been mentioned, but when i get my livescan completed, they provide me an ATI number. Is that ATI number suppose to be entered in the "COE field" portion of the application on CFARS?

                              No. Your COE number will be printed on the actual COE after it has been approved and issued to you.
