The 7005r does not NEED upgrades.
As you grow into ANY rifle, there will be things you want to change though.
There is no more re-configurable rifle than a 700.
There are more aftermarket parts available for the short action 700 (308 is a short action) than all other makes and models of bolt action rifles combined.
You can shoot a Remington 29663 just as it comes out of the box.

By your logic he should get himself a .30-30. He'll be a freekin' expert in no time at all.And your point is? So what if it drops, drop is easy to calculate for. Its the wind that will beat most shooters. Even with that said, everything most people list as negatives about .308 I see as positives for new shooters.
-".308 gets beat up by the wind." okay so now instead of cheating the wind and having little to no clue on how to shoot in it, with .308 you'll get much more practice.
-".308 has to much recoil." No it has the right amount of recoil to teach proper recoil management. Start off with a soft shooting 6mm or .223 and you can still shoot decent with bad form. Get behind a .308 and learn real quick what bad form does to a shot.
It would be different if he already had a .308, but it would make life so much easier to buy a superior cartridge in the first place.

I don't really understand this statement. A Tikka can easily be rebarreled. The model being discussed already comes with a two stage trigger and a chassis with plenty of adjustment. Not exactly a plinker.The RPR is the best bang for the buck if you never plan on upgrading anything.
The 700 is the best option if down the road you really want to step it up in terms of accuracy/performance.
The Tika is a nicely built rifle for plinking and hunting with your buddies but no upgrades.Comment

Tikka T3x A1 in 24" chambered in .308 is a laser. Cost more then others on your list but it's worth way more then what it sells for.

*nod* Thanks for the information... Ok! 24-inch rifle then... I would essentially try going out as far as 1,000-yds.
Ok, I don't want it to be an impulse buy. Let it first settle on me before making a decision.

But at the least, I have gained a better insight on a working short list.
Now, for the scopes - I know the suggestion i for me to do some research; but would appreciate if anyone could start out on some models to get me started?
Though I get the gist of not falling for "cost twice as the rifle," again, I really wouldn't want to buy a $500 scope now, then replace it later on. Would like a scope that can utilized until "Intermediate" and allows shooting to a 1,000-yds, etc.

I have one of these on my .223 Tikka. Glass quality is really good, and this is a great price.
If you want more magnification and features, Burris XTR is around $1000. Glass won't be as good as the LRHS.
Eurooptic has a Steiner demo for around $2000
Also, Vortex Razor or Sig Tango6 can be found for around $2000Comment

Id get either a 700 5R or a heavy barrel Tikka. 308 or 6.5 and a decent scope.Comment
