Here is a breakdown of the build (if I go this route)

    Remington 700 Action --------------- $409.00

    Bartlein Barrel, 6.5CM M24 contour - $371.00

    PTG 700 Short bottom metal ------- $130.00

    Some 700 short action stock ----- $400.00

    Smith work ----------------------- $500.00

About $1,800 for the complete rifle before tax and DROS. I can deal with that

Another really easy and common way to go is to just get yourself a very cheap used R700 with a standard 308 bolt, then just replace the barrel with a good 6.5mm barrel, which is done for another $600ish. On the common factory bolt action rifles, the accuracy is most inhibited by the barrel, and the barrel is always the most important factor for accuracy in a bolt rifle. Then, down the road, you can get a new bolt and have the action trued if you want a nice rifle. It's just these days, it seems to be a lot sexier to have a "custom" action. Really, I'd just pick an easy way to go if you are starting off since you'll end up growing into your preferences. They are a dime a dozen, but you can pretty much always find a use for an R700 short action even if it doesn't end up being your primary go-to rifle.

Or buy yourself the new ruger PRS rifle in 6.5CR. It is a really nice rifle according to reviews. It is only around $1200

Is it worth spending a few extra dollars to get a SS action vs CM?

I think so, SS needs no finish and is generally a material (like 416) that is easier to machine to a higher tolerance. It's usually nitrided black for more tactical application. If you don't care then bare metal is really nice looking and easy to care for, you can see the dirt easily.

Chromo can be parked though, and parking does retain oil very well. The parking usually fades fast on the raceways, which kind of negates the advantage.

Thanks for the great info, SS definitely sounds like it's worth a few extra bucks.

You will end up with a FAR better rifle having it custom built as the quality of a Bartlein barrel far exceeds anything you would get on a sub $3000 factory built rifle.

Get the action from PTG, get the Extreme or whatever it's called bluprinted one with the PTG bolt and small firing pin. $550 Yes there will be a wait but don't worry because there will be a wait on all this crap, that's what custom is... waiting for the ups man.

I know Bartlein is king right now but I'd consider a Shilen match (not super match). I'd be interested in Randall's opinion of this argument but the Shilen match barrel is $285 so it saves you almost $100 over a Bartlein and it is still a very good barrel. I doubt as a new shooter you are going to get any value out of a Bartlein because you'll either sell the rifle later and it will have "rounds on the barrel" or you are going to shoot the barrel out learning what to do.

I haven't heard anything about the Magpul hunter stock but for $320 you get a stock that doesn't require inletting and "bottom metal" for AICS magazines. That will save you on smithing. I can't imagine it's as good as a proper chassis or a proper stock that has been bedded but it might be decent.

You still need a good trigger and magazines (which are not cheap), but your smithing fees seem fairly high.

frank: Wait a minute. There are more than one wizard? Is [are?] the wizard calibrated?

That's from the 6.5 Creedmoor Randall built for me - such a sweet shooter.

Awesome, definitely what I am looking for. It seems that factory rifles can be hit or miss, custom look like the only way to guarantee great accuracy (in my price range).

Another tip is to buy a rough chamber reamer that can be turned into a reamer for a custom die. Most smiths will have 308 reamers and will cut them to Sammi, and as long as you can measure headspace (on the ammo) you can "find" the chamber dimensions. It's expensive but with a $150 rough reamer and a $150 custom die you can run it through FL and not have to take the extra step of fire forming.

This doesn't apply if you shooting box ammo.
