I signed the safe affidavit when I did my last PPT, so that was cool.

Otherwise the old "buy one from Walmart, then return it" works I think. Or, just buy one and use it.

I've never bought a gun brand new that did not include a lock, luckily. Also every long gun I have ever purchased included a lock as well, even though I have a safe. If you are doing a PPT, bring an extra lock with you, and have the seller put it with the gun before you go into the store. What I did when I traded an XD for a Beretta. Included my factory XD lock on my end and asked the other guy to put the lock that came with my 15-22 (which resides in the safe) in the box with the beretta. Didn't receive any trouble or hassle from the FFL over it. Probably hit and miss/some FFL that wants to make a little more money off doing PPTs. I know that if you provide the lock for it you have to provide a receipt from within 30 days, but I do believe there is a box on the form that can be checked if a lock in included with the gun.

I wish more LGS did this. I am sick and tired of paying $5+ (more like 10, or 15...) for a gun lock when the gun I bough COME WITH A FREAKING LOCK. If I bought the gun case it comes with a magazine, manual and a lock - I therefore just bought a freaking lock within the last 30days...

Whatever, its gotten so bad now I just consider PPT fees to be $45 ($35 + $10 lock)

Safe exemption only applies to long guns. You still need a lock for handguns.

                That is a County regulation.
My LGS will do a safe affidavit on handguns.

Just did a PPT today as a seller. They charged the buyer $6 at Turner's for the lock when we did the paperwork. It was $25 to DOJ, $10 to store and $6 for the lock plus tax - came out to $41.50 or something really close to that.

I also just purchased a handgun last week from a different store and they charged $6 at the time of purchase as well for a cable lock. I told them I had a safe but it didn't make a difference.

For me, $6 isn't a big deal but I understand the principal and being annoyed by it. Especially if you are buying numerous guns a year and each one carries what is ostensibly a $6 upcharge.

No, it's a FEDERAL law, as uninterpreted by BATF.

If BATF would get off its collective butt and issue a regulation that acknowledges that safes meet the Federal requirement, and provide some way to document that for the FFL, oh, say, like "accepting California's Safe Affidavit", then we could get back to complaining about just California.

Your LGS is running a bit of a risk; for once, at least the Turner's web site has it correct.

Discount Guns is a good operation and they are not hyper sensitive about anything. I have bought a few guns from them and they are a lot better to deal with than any other big shop in the area. They must comply with the same asinine laws that every other dealer in the state does. So who is the dummy? The buyer that can't figure out how to satisfy the law to protect the dealer and placate the DOJ or the dealer that is protecting their license?
Read between the lines and give the dealer what they need to cover their back side.
A receipt that shows the date of purchase and ... Does not state where the receipt must be from. Your husband can sell you a freekin lock. Does not say must be new.

that is a Federal law. Unfortunately there are no supporting regulations that explain the federal law.

Based on the reading of federal law, a safe affidavit will not satisfy federal handgun safety lock law. Your LGS might not be happy after an ATF audit.

Then you might share the wiki article with them.

I'd hate to have good guys in trouble with the BATF because BATF can't get its fecal matter together.

This absolutely correct. My first Springer came with ILS and the store correctly knew it counted as a lock and they did not charge me. My second Springer was bought at a different store and they tried to charge me. I told them that was BS and made them look it up on the DOJ website- I was right and didn't get charged. I would have thought a regular Springfield dealer who sold me the gun during a special Springfield event would have known. In any case ILS does count as a lock for anyone's future reference.

It looks just plain beastly and the extra heft up front does help manage recoil a bit better. Plus, an angel told me that when God called JMB to heaven it was to build him a full rail 1911!
