    Holy cr@p! Cold War quoted me $75 dealers fee to do a PPT on ONE stripped lower. That was on top of the $25 state fee!

      Fed law is a gun lock for handgun purchases. Lock must have been purchased within 30 days of pick up. CA law is a gun lock or gun safe for handguns. No Fed. law for long guns. CA law is a trigger lock or safe for long guns.

      Soooo, having a gun lock purchased within 30 days satisfies both Fed and CA for handguns.

      The trigger lock law, known as California AB 106, went into affect in January of 2002. Other federal agencies offered their support of the law, including the FBI, ATF, DEA and the U.S. Marshal's Service. These agencies already participate in the Triggerlock II Program. This program was created in 1999 by the US. Attorney's Office, in an effort to prosecute firearm offenders more vigorously. Specific to the California trigger lock law is the exemption for gun owners who possess existing lock boxes or safes. The law originally allowed those who provided a signed affidavit about owning a safe or lock to be exempt, but not any longer, due to new federal handgun laws.

      The law was enacted, as an effort to try and prevent as many gun related accidents as possible, especially where children are involved. The trigger lock is made up of two pieces that attach to either side of the gun trigger. When the pieces are joined together and locked in place, the trigger can not be fired.

            Yep, because they got audited by the Feds and slapped on the hand. I was there doing a PPT a few days after said audit.

              I would at least talk to the owner and say hey, I found out that "the total allowable fees are $35.00 for the first handgun, and $31.00 for each subsequent handgun". Would you please fix this and refund me the difference. Give him a chance to make good. If he doesn't, then report him with a clear conscience.
              RE the lock, a while back I did a PPT at Turners and they required me to show a receipt that I had purchased the lock within 30 days, which sucked since I picked up a bunch of locks at CDNN a while back (on sale for $2.00 and free shipping), more than the 30 days. Seems they wanted you to prove you bought one for that gun and didn't just reuse one from your collection. Not sure if that's just a Turner's rule or not. The sales guy said it was law, not them, but I wonder if they were just trying to make lock sales.
              BTW, CDNN still has locks for $2.99 and if you look for weekend specials, you can usually get free shipping.

              Edit: oups, I see that was answered, it is the law. I also have a safe, which I told them, but they did not accept that, which it seems is the law now. So good job Turners, and oh well, guess I have a few extra locks on hand.

                When I go pick up the guns I'll ask to see what he says. I have a feeling nothing would happen because he is an older guy(maybe mid-late 60's) and sounds like one of those guys who believe what he did is right regardless of what anyone else says. One of my friend told me he tend to close his shop whenever he wants and it would be closed for weeks at a time.

                    It IS the law that you have to A. Buy a lock at the time of the transfer. B. Show a reciept less then 30 days old for a lock and provide that lock during the transfer. C. The gun has the ORIGINAL lock provided by the manufacturer. There are no other options. The safe affidavid only applies to long guns.

                    The most logical explanation of this transfer described by the OP is he unknowingly bought 2 locks for $10 ea. which he should be able to return after he takes ownership of the guns.

                    EDIT: Ok so I was told by a local FFL that the Safe affidavid only applies to long guns and that for handguns the lock options that I listed above apply. According to this http://ag.ca.gov/firearms/forms/pdf/Cfl2007.pdf page 54-55 It seems to me that the affidavid would also apply to handguns. Anyone care to chime in on this?

                              One small correction, the lock has to be provided before pick up. Does not have to be at the time of PPT, just before you pick up the gun.

                              Buy a lock at Walmart and return when done. Most gun shops don't allow returns on them as they know what the deal is.
