Therefore ZERO guns are coming off the roster for AB2847.

Even if you are correct that microstamping "will not happen" as others have pointed out, any time a shield in a stupid new color is added to the roster, three existing guns will fall off.
In case it wasn't obvious, nothing I write here should be interpreted as legal advice.

Microstamping is a major liability for the manufactures. If they release a gun which is claimed to have working microstamping, then at some point in the future that gun is used in a crime and CAL DOJ can't get a usable stamp off the shell casing or there is some issues with the stamps the manufacture could get sued because the "safety mechanism" they claimed to have malfunctioned.

There are many holes in the microstamping law. I assume the gun manufacturers will not purchase the equipment but rather send a batch of firing pins to a company that does microstamping. Once the firing pins are returned they will be put into new guns but how does the manufacturer know that every firing pin works properly? I know they test fire guns but will they have to purchase the high powered microscope required to verify the stamping?
There are still too many questions and possible problems with microstamping which is why I doubt that any manufacturer will choose this process when they can easily keep selling to the other 49 states like they've been doing.

I thought the 'stamp' had to be on the case, not the primer.

With a rimfire the stamp is on the case. With a centerfire the primer is considered to be part of the case as far as the lawmakers are concerned.
