    I'm not in LA, but have dealt with several intrafamilial interstate transfers both on the shipping side (WA and AZ) and the receiving side in the SF Bay area. I've had the best luck with independent FFLs (i.e. not gun stores). Gunbroker has an FFL search function that can provide you with some names. Contact those folks and I'm sure you'll find some that are familiar with the process and willing to help you.

      Manufacturing is creating from raw materials. Modifying is what done to an existing firearm. It is legal to modify your legally DROS'ed, rostered manual repeater firearm to function in a semiautomatic manner, as long as you don't run afoul of AW laws.
      It is not legal to manufacture a roster exempt single shot form factor pistol, and then modify that manufactured pistol outside of its single shot status (including modifying it to be a manual repeater or a semiautomatic repeater).

                  After reading 32 pages of this and it took 1 month doing so taking notes throughout. Want to post a question before end of 2021 and to confirm if any laws has changed since. Hope to be getting on a waiting list for one.

                  I can modify the CA7 being dros categorized as a bolt-action to function as a semi provided it's Maglock to be a fixed magazine where the maglock needs to barely crack open the upper from lower in order for the 10rd magazine to be released. When this is the only modification made, there is no law broken right? What will make it a AOW to avoid?

                  Is a red dot allowed or only iron sight? Sling is allowed?

                  Also how does ppl dros it as a semi ?

                    I personally wouldn’t be comfortable with a “barely-crack-open-upper” type magazine lock, because I’ve met enough people who would not consider that “enough” to be legal. Does that make it not legal? Maybe not. Depends on who’s arguing and why. Unfortunately we don’t have solid concrete answers, but I think you’re on target.

                    I’ve left mine as a pull action, because it’s still fun that way - saves ammo too!

                      Why would you DROS it twice?
                      It makes no sense, once you acquire it and once after you modify it? Why?

                            I purchased a BAP (bolt action pistol) from Rifle Supply in HB. The lower is serialized and DROSd as a handgun. Swapping uppers to a semi auto bcg is within our legal rights. Pistol brace, mag lock and no VFG is a must. This is not considered manufacturing. However, gunsmithing is allowed. BUT, I'm not a lawyer either haha. Also keep your paperwork with you in your grip or somewhere easily accessible if you can.

                            I have a CA7 on the way and will be going thru the same process.
