Send it to Turnbull MFG and have them do it if you really want to. They will do bar none the best job out there. They can probably even make it better than it was originally. How is the bore on it now?

You Might want to try some Aero-Kroil It Works Pretty Good dissolving Rust also is a good rust preventer and penetrant.

Was this stored in the garage or in the house? I didn't think that stainless steel would rust like that. I rub down the exterior of my blued firearms with Birchwood Casey Sheath/Barricade before I put them away and I haven't had a problem with rust so far.

If its stainless steel. It should clean up nice using any light oil and the 3m fiber elements...

I hope that was the only gun in your dad's safe. I'd spend some time to figure out how that happened and correct the problem. A gun safe with a Golden Rod runs around 40% relative humidity and nothing should ever rust. Maybe there's moisture getting in from the bottom.

Try Flitz on a magic eraser. I've never used it on a gun but I use it on my boat and it works great.

Could be the gun was upside down upon some carpeting. My FIL stored some guns with the muzzle side down, on carpet. Lots of rust around the muzzle and about 2-3" up from there. Moisture comes up through subfloor....

^^That's my guess too, moisture coming up from the floor or slab.
