I like Lawman. Usually on the cheaper end, and seems a lot cleaner than other stuff I've tried.

Stevie has it right for plinking ammo. Reasonable quality brass cased as close to 200 per case as you can find.

If you're willing to pay more for better quality then get some nato loads. imi federal or winchester can be found in the 270 range plus shipping.

Imo 9mm is still too high priced to stock up. 200 shipped per case is my buy in. You may as well shoot 223 at these prices.

Tula (if your range allows it), remanufactured Freedom Munitions are the cheapest and reliable enough. There are some cheaper reloads on gunbroker, but the seller keeps changing its account. Looks a little suspicious.
Also aluminum-cased ammo goes cheaper than brass, not by much though.

223 at .20/rd shipped? Where do you find it at such a price? Even Wolf is way more expensive.

Federal, AE, PMC, Remington green box, UMC, Win White box, Herter's Brass cased stuff and the ones everyone else posted. If you want cheap Russian stuff you can try Brown Bear too. Blazer is definitely cheap too. I just saw .45 ACP Blazer for $13 online. That's getting down there.

Blazer, Federal, Winchester White Box, UMC, American Eagle, Fiocchi, and PMC.

Fiocchi and Blazer are usually the cheapest
