So I have a G19 on my ccw now can i send it somewhere to get the slide cut and rmr installed now and still carry it or do I have to requalify with it on my next renewal

If it were me I would consider a second slide with the rmr, that way you can swap then back and forth.
That's what I did for one of my two ccw pistols with an rmr

You do in fact have to qualify with every firearm at renewal.
I suggest you need to visit the SBSD CCW site and read the renewal instructions!

Perhaps the law enforcement agency has decided to ignore CA PEN 26165?

26165. (a) For new license applicants, the course of training for issuance of a license under Section 26150 or 26155 may be any course acceptable to the licensing authority that meets all of the following criteria:
[...].
(3) The course shall include live-fire shooting exercises on a firing range and shall include a demonstration by the applicant of safe handling of, and shooting proficiency with, each firearm that the applicant is applying to be licensed to carry.

(d) For license renewal applicants, the course of training may be any course acceptable to the licensing authority, shall be no less than four hours, and shall satisfy the requirements of paragraphs (2) and (3) of subdivision (a).

Are you able to use a different slide than the one you qualify with? What about same frame, different caliber? I'm guessing the latter is really pushing it.

You have to carry it in the caliber that is listed in the CA data base.
