Back in early 2000, I made a traffic stop of a bicyclist for a traffic violation. During the investigation, he stated that he was on his way to a local shooting range in the valley. He also stated that he had his unloaded pistol in a locked box and pistol lock in his backpack. I contacted the city attorney's office and detective section and they all stated that it was legal to carry in locked container unloaded. The guy did not have a car and his bicycle was his only transportation to everywhere including his job as an armed security guard.

I misunderstood the OP's question. If he is walking with the backpack then it is illegal per May 2016 CA ruling.
