      Not much more to poke. I doubt I'll get anything more substantial out of DOJ then what I have so far. This is probably the most detail I would have expected to get at this point. I asked for a paper response and was told it would take a year to get that. The email is all I got.

          Logging for 'officialness' in regards to using a similar firearm for demo:

          So the official, unofficial response in writing (as official as the online response can be) is that based on functionality you can do similar firearm.

          I interpret that as a Ruger 10/22 receiver in theory can have a demo done with a Ruger Mini-14 or Mini-30 or other similar semi automatic rifle. As usual consult your attorney for any official interpretation of the PC, etc...

              I just got back from vacation and had a reply waiting for me (I initiated the issue on 1/4/15 and didn't get a reply until 1/8/15).



              With PC 26860(b) not satisfied by the DOJ, signing under penalty of perjury that PC 26860(c) seems unworkable:

              "(c) The firearms dealer shall sign and date an affidavit stating
              that the requirements of subdivision (a) and the regulations adopted
              pursuant to subdivision (b) have been met. The firearms dealer shall
              additionally obtain the signature of the long gun purchaser on the
              same affidavit. The firearms dealer shall retain the original
              affidavit as proof of compliance with this section."

              So it seems as though that until the DOJ satisfies PC 26860(b), you are only signing that PC 26860(a) has been satisfied, which states that a safe handling demo has been done. For receivers I might just throw a lock through it and tell customers not to hit anyone with it. Done.

                I'm wondering if anyone has any updated info on the safe handling demo requirement for stripped lowers? I'm trying to get an AK rifle lower from Atlantic shipped to an FFL.(he's on this forum and will probably see this. ) I can bring in one of my own AK's for the demo but it wont be the same manufacturer or model number. Any thoughts?

                      Sorry off topic but. I just picked up a spikes lower and the FFL told me I needed AR lock " never heard of one" and I need to bring in a long gun lockable case. Now I know they are BSing me. Or did I miss something new for Long Guns ? Also they never ask for my proof of residency aka gas bill. Just my ID and Card. When I ask about the safety demo was told not to worry about it

                        Sounds like fud to me. A stripped lower doesn't need a bullet button on it because it's not anything yet, other than an "other" firearm.

                          He was probably referring to the firearm safety device needed to release the firearm. He may have been saying something like this:


                          Assuming you have a gun safe / CA approved locking cabinet (e.g. StackOn) then you shouldn't need a lock and can fill out a safe affidavit form.

                          The long gun lockable case was probably to meet the requirements for leaving his store (possibly due to his local permit requirements).

                          Proof of residency is not needed for non-handgun purchases if your DL/ID has your current address.

                          Safety demo, so far, has been deemed not needed because DOJ never defined how to do it.

                              How did they run the dros? Exempt pistol frame? Was this a rostered frame? If not was the SHD done on a single shot 1911?
