Stripped Receiver--Safe Handling Demo?

    Stripped Receiver--Safe Handling Demo?

    Is the customer responsible for assembling that frame into a functioning firearm to do the safe handling demo before they can complete the transfer? I can hear the flames a coming.

    We asked the DOJ this question:

    EBR said: What will be the procedure for stripped long gun receivers? It will not be possible to do a safety demo with these. (initial issue report)
    DOJ Response (12/22/2014 07:11 AM ): The SHD would be based on the functionality of the firearm being transferred or if a similar firearm (of what the one would be built in to) is available, then it can be done using that one

      I is edjumacted but don't quite understand what the response from the DOJ is leading towards.

        I did a AR lower today.had them do the safe handling demo on a M&P 15 on the shelf. *shrug*

          Since a stripped lower can be functionally tested with a similar firearm it sounds like rostered pistol frames are good to go now, correct? If I can show an Aero Precision lower SHD with an M&P-15 (functionally equivalent) it stands to reason I can DROS a Glock 19 frame and do a SHD on a Glock 17 or Glock 19 I have in the safe. Does anyone see any issues with that?

          ETA: I will pose the question to CA DOJ and see what they have to say.

          ETA again: now that I think about it. Why can't we DROS AR pistol frames now and do the SHD with a bolt action or break action Single Shot AR pistol we have in the safe?

            I just purchased a stripped receiver and am having sent to my favorite LGS. I know I will need to take the FSC test before I DROS it.

            I just realized though, how do I do I do the safe handling demo? I will ask my LGS when I drop by next week, but I thought I would put that out in the FFL forum. I wish I had considered this before I purchased. Off the top of my head, since it is for a 10/22 build, I thought at the least I could take one of my 10/22s in with me and do the demonstration with that.
            Anyone can look around and see the damage to the state and country inflicted by bad politicians.

            A vote is clearly much more dangerous than a gun.

            Why advocate restrictions on one right (voting) without comparable restrictions on another (self defense) (or, why not say 'Be a U.S. citizen' as the requirement for CCW)?

              Call your FFL and see if they have a 10/22 in stock. If they do they can do the safe handling on that. If not providing your own might be a great idea.

                This is so absurd.

                Stupid me, I purchased 2 more stripped receivers in December that I have yet to pick-up. I guess I'll have to get my FSC (which I was never informed by my FFL probably because he didn't know the impending law).

                As for safety handling demonstration, I will bring down my complete working AR to perform the demo. Hopefully, that will satisfy my FFL and the law.

                    It's abusrd that it has come down to this.. smaller FFLs will be at a disadvantage to stores that may more likely have a model in stock to do SHDs with.

                      I dropped a formal letter in the mail to CA DOJ. I expect a written response.. They may come back and say "check with a lawyer" which would open the door. I used the specific example that AR15 long gun lower receiver SHDs are being instructed to use a compatible legal firearm of intended destination configuration for demos...

                      this leads me to believe as long as I or the customer has a bolt action single shot AR in stock in the "intended" initial configuration that it would be good to go for SHD..if they so choose to reconfigure their pistol after the fact I guess that's a nice side benefit.

                            I was explaning to a friend yesterday that every year new laws come out that erode at our rights....but I feel that in them doing so they open new loopholes. Like this stripped lower...we couldn't buy stripped pistol lowers before and they liked that. Its our version of gunsmith vs armor maker. We are constantly battling and have to come up with ingenuis ways to defect these hits on our constitution. Hopefully they are so full of crap and loopholes that everything as a whole is relooked at, thrown out and started over w/ the 2nd as the base once again...ha wishful thinking I guess.
