    My question is this, what is there definition of "Disposition"? It has a very brawd meaning. And what is an "Unlicesed Person"? I thought the people that dont have a form of Identification cant buy guns to begin with.

    Also if they are saying pistols and revolvers ....Is a lower not considered a pistol when you buy it? Thats what is on my receipt from riflegear. It is a pistol so that WOULD include more than one lower .

        "unlicensed person" in this case means someone who is not licensed as an FFL, what ATF calls a licensee.

          They do not consider a person who has a C&R FFL (with a CA DOJ COE) to be a "licensed" person for the purchase of more than one modern handgun at one time.

                Yeah...ya gotta love the government..."Disregard that letter we just sent you and do what we tell you". These hacks need to be slammed HARD.

                We've made the determination that we are going to follow the letter as to what gets reported and what doesn't...they gave us all the evidence we need by certified mail for a defense if it comes down to that.

                      Hmmm, still haven't received my letter - I feel slighted Well unless someone buys two Saiga rifles or M1A's we don't have any other inventory that would fall under this requirement.

                      I'm a little confused about the true status of this. On 7/13 I received an NSSF Action Alert that stated the following:

                      Earlier today we sent out an action alert urging all members of industry, sportsmen, gun-owners and firearms enthusiasts to call the Chairman of the House Appropriations Committee to urge the committee to vote no on the Schiff (D-CA-29) amendment which would have stripped from an appropriations bill an important law enforcement protection, known as the Tiahrt Amendment, that safeguards law enforcement-only firearms tracing data and the Honda (D-CA-15) amendment, supported by New York City Mayor Michael Bloomberg, which would have continued the recently launched regulatory assault on the firearms industry.
                      Your efforts were a tremendous success! We can declare victory in the Appropriations Committee since they heard you loud and clear – these and other anti-gun amendments that undermine the law enforcement protections provided for in the Tiahrt Amendment or any anti-gun amendments that would place additional and costly regulatory burdens on members of the firearms industry were defeated. Just as important, several pro-industry amendments passed, including one to block ATF's new over-reaching multiple sales reporting requirement for certain rifles and another to allow the importation of shotguns ATF is attempting to ban under the so-called "sporting purpose" test.

                      So what exactly were they crowing about if the ATF is still going forward with the reporting requirements?

                        We just received ours today. I e-mailed Lawrence Keane at NSSF to join their lawsuit. I also contacted the NRA for the same purpose.

                          One must remember that we are talking about one of the best funded gun smuggling operations in world. It would appear they don't like the competition, but don't seem to grasp the concept of the fact we are honest law abiding citizens and make every effort to comply with the rule of law. It would seem to be beyond their grasp that laws apply to all of us. By the way got mine Monday....grumble...grumble...

                            Has anyone questioned the legality of this requirement based on the 1986 FAOPA. it clearly prohibits a registry of any kind that is controlled by the government outside the NFA.
