Try explaining your plan to the ATF, they'd likely deny you a license due to the fact that you want the dispensary which is still viewed as a Federal offense back in the USA, but legal in California.

Since they look at legal compliance, personal background and good cause they would see that you have no good cause since in you intend to violate federal law in regards to medical weed.

I could be wrong, but the only way you're gonna find out is if you try it. Its your money.
