Yes, the DROS fee should be reduced and in fact, it might be reduced, but the law still says that the FFL only get $10. Part of the DROS fee is for a Safety Enforcement fee of $5 and Safety Training of $1, so the actual DROS fee itself is $19.
The DROS submission is outsourced, so that company gets some money for each DROS, but I am not sure of what that amount is.
But with all that said, you are not going to magically get the DROS fee reduced nor the FFL fee increased for a PPT.
