here's a PDF copy you can read, http://www.calguns.net/CR/CRFFLForm7CR.pdf , you can't use the PDF to apply for the C&R, ATF won't accept a PDF of this form, but it is nice to have on hand to be able to read it when you need to.

Do you want an AOW or C&R SBS/SBR in CA?

it will just delay his application for being incomplete.......
He's not spreading FUD. This is the first that anyone (other than you apparently) has heard of fingerprinting being needed for the 03 C&R FFL.

          Which application did you get?
Mine had no fingerprint card (got it last March) and the instructions on the application said nothing about it.
I filled out both copies of the app, mailed one to my CLEO, and mailed the other to the ATF with a check. That's it.

A dealer FFL application may require fingerprinting... unless the DOJ has revised the form since February.

That's the standard FAQ for dealer FFL licenses... not the 03 C&R.
However, following the first link, it does say that the 7CR can no longer be downloaded due to the need for fingerprints and photographs....

It does look like they changed the requirements this year.

More than one person has mentioned getting fingerprint cards sent with the C&R FFL application. It is just a mistake on the part of the distribution center that they are occasionally including unneeded fingerpint card with the app, apparantly because the other FFL apps needs printcards, they forget that the C&R app doesn't need them.

                OK, two points...

First of all, everything that ke6guj has said so far in this thread is true. A fingerprint card is not required for the C&R FFL application. ATF included one by mistake with my application 10 years ago. I still have it because I didn't use it.

Secondly, even if ke6guj had been mistaken (and he wasn't), he would not have been spreading FUD. Not all harmful misinformation is FUD. If you tell somebody that ice cream helps you lose weight, that's not FUD. If you tell somebody that $900 is a great price for a used Bryco .25, that's not FUD. If you tell somebody that they don't need to worry about sending in some paperwork, that's not FUD.

Spreading FUD means you are using misinformation to scare somebody into changing their behavior. For instance, if somebody told somebody else that their application was going to be delayed if they didn't send in a finger print card, that would be FUD.

I sure hope so. The Big Reno Gun Show is coming up next month and it would be great to have. I've had my eyes on a few C&R S&W revolvers...

There's some really good info on this thread. I'm going to go through it and make myself a little
handy-dandy information page to have, to keep straight on what can and can't be done
                        with a C&R FFL/CA COE.

believe me there is alot that can be done,
1-vendors will give discounts and give you dealer status in some cases
2-ammo law woirk around with a coe.
                          3-no wait with a ffl+coe combo on c&r's

the laws and such are very hard to decipher so make sure you post questions and such here and people will try and help you with navigating the waters.

also add certain numbers to your cell phone --doj,atf-- and for any legal problems, calguns foundation

                            Good Morning Men,
I have put together a composite list of many of the comments on this thread about the benefits
of having a 03FFL and CA COE.
Take a look and let me know if there are any glaring errors or omissions in any of this.
                            Does this look correct?
                            Thanks!
                            =======================================
C&R FFL and CA DOJ Certificate of Eligibility (COE) Benefits

                            C&R FFL:
A Curio and Relic FFL (03FFL) is a Collector’s FFL License and not a Dealer FFL License (01FFL).
The C&R is only meant for an individual’s own personal collecting activities.

A C&R FFL allows you to cash and carry outside of California all C&R firearms.
If it is a handgun you must send in the DOJ registration form and $19 for each handgun to CA DOJ when you return.
                            No CA DROS needed.

C&R long guns purchased from out of state can be shipped to your door.

C&R long guns purchased from private individuals in the state of California are cash and carry.

C&R long guns or handguns purchased from CA FFL Dealers must be DROS.

All handguns newer than 1898 and shipped into CA must go through a CA FFL dealer for DROS.

C&R handguns are exempt from the CA DOJ Handgun Roster per PC 12132 (g).

A C&R FFL allows you to transport into the state, or have shipped to a CA FFL Dealer, C&R handguns.
DOJ registration is required via DOJ form, with $19fee per handgun.

All licensed FFL Dealers shipping to CA Dealers require a CFLC letter with approval number.

Unlicensed persons and C&R FFL’s are exempt from having to obtain a DOJ CFLC approval letter/ number to ship to a CA FFL Dealer.

Lock Requirement: CA DOJ requires a new lock or a lock less than 30 days old (with receipt),
or recognizes the safe affidavit in lieu of a lock.
BATF will accept a used lock, but no affidavit.

                            CA/COE:
The CA COE removes the 10 day wait period on any C&R long/hand gun you purchase through or from a dealer,
and the 1 in 30 days limit on any handgun purchase.

                            Advantages of C&R FFL:
1 - Long guns can be shipped directly to your home, even interstate.
2 - When you go out of state, you can purchase C&R long guns OR handguns and bring them home.
Handguns must be reported to CA DOJ($19) using DOJ form.
                            3 - Dealer discounts
                            4 - CMP

Advantages of CA COE with C&R FFL:
1 - You are exempt from the 1 handgun in 30 days limit.
2 - There is no 10 day waiting period for ANY C&R purchased from dealer stock, FFL, or PTP transfer.
3 - If the CGF lawsuit against AB962 is unsuccessful, you will still be able to purchase handgun ammo online after Feb 2011
(assuming dealers recognizes the exemption and are willing to ship).

Looks good, I'd just like to clarify two things:

                              1) 03 FFLs are not the reason why CMP can ship straight to your door. The 03 FFL can help you during the order process, an 03 is NOT required for a CMP order and there are many other avenues to ordering without an 03. Even without an 03 FFL CMP can still ship straight to your door. If you have an 03 and order from the CMP, even though you did not use your 03 to purchase the rifle, it should still be logged into your bound book.

                              2) The advantages are not just with the COE, it NEEDS the 03 FFL. Without the 03 the only thing a COE will do is it may help you get a job at a gun shop.

Also, one more advantage of an 03 FFL is it counts as proof of residency so that you can purchase handguns. It works great for individuals still living at home that don't have a utility bill in their name. I carry my 03 and COE in a little binder along with some other legal stuff, and usually take that with me to a gun store. I use that binder to show people laws, the 03 for proof of residency and the 03 - COE combo to take advantage of cash and carrying C&Rs from dealers.

Okay, it's been 17 days since I sent my 03FLL app into ATF and local CLEO, and 14 days since the ATF took my $30. I'm still waiting to hear something, to date I've heard nothing from anyone. Nothing heard yet, either way.
