Your comments conflict with each other. You say that additional fees can be charged, but then also say that the CA DOJ should be called. If additional fees could be charged, then why call and report it? Because they can't, except for storage fees after 10 days.

There are letters from the CA DOJ which says otherwise in the case of a CA PPT. It is complicated and there are specifics. Sorry that you don't get that.

And I am telling you that there are restrictions.

I get why you might have gotten the wrong idea, but you are sticking to it.

It is interesting to see how things changed in the past. It used to be that it wasn't as restricted, even though the intent was clear. Due to the abuses of dealers charging additional fees, that was changed over time to what it is today.
