Yes buyer has to get a mag if he is not exempt from SHD. And some FFLs may not even let you start the DROS without a mag if the buyer is not exempt from SHD. I have ran into a few of those.
That said, blocking a 11rd mag to 10rds should be trivial using any manner of scrap material. Not sure why you wouldn't go that route if you really want to sell the pistol.Comment

Im not a professional PPT person. Its my time and my time means something - I have a 9-5 and kids, and a wife. If I need to provide mags, which was described or not described in my sales post - that's not my problem. If my sales post says - Does not come with any magazines - you the buyer needs to accommodate for your purchaseBecause there FFLs who make sure they have everything to complete the transfer. It’s comments like this that make me loathe the whole PPT process. Also to answer the OP. You can take your mags to the transfer have him use them for the safety demo (providing it doesn’t create an AW) and then take your mags home.
Are you the same guy who on Saturday, bought a tent from me at my garage sale, then came back an hour later to try and return it cause you thought differently later?
And there is no law holding me accountable for the "Buyers" performance of their safe handling. My job is to sell, obtain my money and move on.

Best thing you've said so far, maybe it would be best to adhere to the advice of the dealers here in this FFL's forum that are professionals and know what they are talking about.
Since you are referencing a transaction that is not related to the OP and a separate experience you had this really is not relevant but since you've brought it up lets address it. Part of your 'job' as the seller is finding a buyer that can complete the transfer, if you do not find an FSC exempt person to sell it to then you and the buyer should coordinate how to complete the transfer. Saying "that's not my problem" is just a short sided way of trying to go about it.
Your job? So you are in the business of buying and selling firearms? I doubt that is the case, if so I would imagine you should have an FFL. Since you don't, and you were not the OP in this thread, this wasn't your transaction, your comment was not helping the original poster with his problem.
You are right there is no law about what you are accountable for in the transfer. However, there are plenty of laws about how the PPT process is to be conducted, and the buyer not being able to do a safe handling demo would become your problem should the dealer not be able to complete the transfer YOU requested the dealer to do because a magazine is not available to complete the transfer.
Again sharing experiences that have zero relevance to the topic. But I'm sure it makes you feel better to throw out snarky comments. If for some reason the buyer can't get the magazine (lost in shipping, etc.) within 30 days, then the process has to start over again.
You are wrong, very wrong. It is a valid question which a seller should be concerned with since otherwise the seller might get a bad reputation. Based on your comments, it would be foolish to buy anything from you as your only concern seems to be to get your money and move on, not ensuring that it is a successful completed transaction. Since the OP did not mention what firearm he was selling one could not assume that mags could be readily available for purchase. I've done plenty where the buyer brought some old Hi-cap on a very discontinued model handgun simply to do the SHD. What the commentator was missing is that should the transfer not be completed his valuable "time and money" would be wasted by the dealer not being able to complete the process. I'm sure a simple conversation prior to initiating the PPT process of how to do the SHD would be easier than the seller having to come pick the firearm back up because the buyer could not complete the process. But it seems that others time is not a concern for this one and that the only important factor is getting paid and going on with life. Again I'll reiterate what I said in my original comment that seems to have ruffled his feathers. Its comments like this that are the problem with PPTs. They expect us to deal with their problems so long as they get what they want. Here's a very simple solution to the PPT process. Either allow dealers to charge what they want, and that will determine a fair market price for the PPT process. Or, remove the mandate that the PPT goes through the FFL. With CFARS now this process could be done online, should the buyer not be eligible let the state go pick it up since we are already paying $25 fees that were supposed to cover this aspect of the enforcement of firearms laws in CA. But neither will happen and dealers will continue to be forced to work for free or they will close up shop all together. CFARS could be used to allow sellers to submit the information and once the background check is done, then the firearm can be transferred.
Lots of options, but forcing dealers to work for often less than minimum wage is much more fun, as well it could convince dealers to go out of business and that goes along with their agenda.Kemasa.

Have the police do it, I can see it now: Yes, we can get you in for a firearms transfer, the deputy who handles those is available 14 months from now and we will need 2 postal money orders for $25 made payable to the DOJ and $240 made payable to the Los Angeles County Sheriffs Department.Interstate Transfers $100 (DROS included with the price)
