    FSC SNAFU!!!!!!!!!!

    Ok so the FSC system lost one of our customer's FSC info.

    We did a DROS and FSC card for a customer on 2-26-2015 Joe was the certifying instructor for the FSC. We know this because we searched our sales records for the customer, found the day he did the FSC test and who ran the sale. We pulled up his DROS from that day in the DES to go find the original DROS packet and double check what copy of his FSC we had back then.

    We found the copy of the OG FSC that was issued on 2-26-2015 and signed by Joe. He definitely got that FSC card here.

    When we looked up his info in the FSC under Joe's login we cant find him AT ALL! we searched by name, birthday, DL number, FSC number, tried switching names around even tried searching by just the first letter of his name. NOTHING! ITS STRAIGHT UP NOT IN THE FSC ANYMORE.

    There are hundreds of other FSC's issued by Joe, but we cant find this one customers. Have any of you experienced this before?

    Joe just renewed his FSC instructor on January 2018, and some of the searches for other customers we from the 2015 calendar year. Just not this guys. Looking at the FSC we know for a FACT he got his FSC here from our Joe R. There is no way he got it elsewhere. The date in our sales system matches up with his FSC issuance date on the copy from 2015. We even have the copy of his test from 2015.

    Now our customer has 'lost' his OG FSC and we have no way to replace it for him without having him retest and charged another $25.


    REPORT ALL ISSUES WITH THE DOJ TO CALGUNS! So here we go another SNAFU from the DOJ and their computer systems.

    Don't you keep copies of it with each transfer he does?? DES, then Bound book and then to your records. A 2 minute exercise here. . . . . .

      I save a copy, so I can always print and have it signed again.

      You might call and see if they have a record of the FSC number.

      Could it be that he was logged into the wrong account?

        We get copies of peoples FSC's when they do the DROS. But we have not kept copies of the FSC's we've issued.

          3 FSC instructors here, EVER, no chance we checked all 3. Plus card says issued by Joe R.

            Might be worth stapling one to the test copy going forward. Bummer Sorry they"can't find it" Everyone we download goes into a file specifically for this on the computer, then we search by test date if needed.

              We save copies and label them FSC# - Name

              So we previously DROSd we can locate their FSC # and find it quickly.

              Have had to re-print a few.. Some guys forget it at home so we print up and sign a new copy on the spot and give them the dupe. A few customers leave their "copy" with us.

                Ok, just so I'm clear here. Does the PC say anything that prohibits the FSC instructor from retaining copies of the FSC to give out at a later time should the customer lose or destroy it? It was my understanding that because of the way it works we had to pay the $5 to DOJ to print a replacement

                31660.
                (a) In the case of loss or destruction of a firearm safety certificate, the issuing instructor shall issue a duplicate certificate upon request and proof of identification to the certificate holder.
                (b) In the case of loss or destruction of a handgun safety certificate, the issuing instructor shall issue a duplicate certificate upon request and proof of identification to the certificate holder, which shall be valid only for the balance of the unexpired term of the original certificate.
                (c) The department may authorize the issuing instructor to charge a fee, not to exceed fifteen dollars ($15), for a duplicate certificate. Revenues from this fee shall be deposited in the Firearms Safety and Enforcement Special Fund created pursuant to Section 28300.
                (d) This section shall become operative on January 1, 2015.

                So, if I'm reading the SS 4255 correctly we HAVE to pay $5.00 to DOJ for FSC replacement as clarification to PC 31660 as adopted by the OAL. If I'm right I don't see how we can just retain copies from the time they got their FSC and give it to them again.

                  I also save a copy of the FSC on our system. I've been burned too many times by California to trust that they will keep their end of the database up.

                    As far as the PC goes..I guess maybe we're supposed to generate it from their system and pay $5 but I remember asking at the beginning and was told keeping copy was fine. Now I have to see where/if I got that in writing..

                      But how can you give a customer a 'replacement' without paying the $5 fee as required to be remitted to 'the department' without doing it through the FSC system? Would this not be considered a replacement and thus required in the amended sub section as adopted by the OAL?

                        That's a totally different scenario. I remember also being told they didn't expect any issues ever with the DES, and we all know how that worked out.

                          If you use the DES to print a replacement, you get charged.

                          I don't think it says anywhere you can't print two copies.
