I'd offer a discount without having to purchase a membership. I get free ammo/range time with my department and going to a private range is simply to shoot with my non-LE friends and my wife. Essentially, I will go to the range that provides the cheapest rates for a single use, not a membership due to the fact I won't be utilizing the range that often. The range I go to is 11$ a person with no time limit.

Trust with LEO's is huge. Leave them alone on the line. They're not at the range to hear some "operator" tell them how to use a firearm. Training/firearm manipulation varies by agency and background. Keep the range staff's involvement with customers limited to addressing safety issues only unless outside help is requested.

As far as dealing with the knuckleheads goes, my favorite range has large pieces of bullet resistant glass separating all shooters on the line. I feel safer even with the gun tourist next to me on the line.
