The year Harley won the bid, BMW was in the hunt until the last minute when DGS changed the bid to include a service contract. BMW has never offered a service contract and DGS left no time to develop one so BMW didn't bid at all. HD got the bid.
Since then, high speed pursuits are no longer authorized because the HD is unstable,(90 mph) they have been recalled due to a problem with steering bearings being too tight from the factory, and may be involved with the latest ABS recall as well. Plus, they drop parts like a parakeet drops feathers.
The HD's only come equipped with the "new" radio system that is not in service in the Fresno area. Just SoCal and the Bay for now.
So any replacement bikes coming to say, Fresno, aren't new, but rotated BMW's from other areas with lots of miles on them but still on the job.
Yes, there is an R1150RTP in Fres in service with close to 150k miles on it.
Original service life was 60k it was retired, then pulled back into service when the life was upped to 100k due to budget, then nearly retired, then when the service life limit was deleted, it remains in faithful service.
