I would totally conceal carry a T-Rex flying a F-15 or a Grizzly Bear in an A-10 but I don't wear 5.11 cargo pants.

Actually both the LA County and the LA City ordinances read "blades 3 inches or longer" not "blades over 3 inches".
It is a fine distinction, but a blade that is exactly 3 inches long falls under the prohibition established by the ordinances.sigpic

No it does not. The PC gives an example of what is not concealed, i.e. "in a sheath worn openly suspended from the waist of the wearer". This is not a mandate, it is an example. This was probably written due to cops trying to arrest people under the pretense of the sheath concealing the knife. Similar to the way some states (Louisiana) used to prosecute open carry of handguns as concealed handguns by claiming that the holster conceals the gun.
Jim March mentions case law on this. Apparently the police arrested someone at a Rennaisance Fair for having a fixed blade knife in a sheath that was hanging outside of his boot as part of his medieval costume. They tried to use the example as a requirement. It was thrown out.
20200. A knife carried in a sheath that is worn openly suspended
from the waist of the wearer is not concealed within the meaning of
Section 16140, 16340, 17350, or 21310.
16140. As used in this part, "air gauge knife" means a device that appears to be an air gauge but has concealed within it a pointed, metallic shaft that is designed to be a stabbing instrument which is exposed by mechanical action or gravity which locks into place when extended.
16340. As used in this part, "cane sword" means a cane, swagger stick, stick, staff, rod, pole, umbrella, or similar device, having concealed within it a blade that may be used as a sword or stiletto.
17350. As used in this part, "writing pen knife" means a device that appears to be a writing pen but has concealed within it a pointed, metallic shaft that is designed to be a stabbing instrument which is exposed by mechanical action or gravity which locks into place when extended or the pointed, metallic shaft is exposed by the removal of the cap or cover on the device.
21310. Except as provided in Chapter 1 (commencing with Section 17700) of Division 2 of Title 2, any person in this state who carries concealed upon the person any dirk or dagger is punishable by imprisonment in a county jail not exceeding one year or in the state prison.sigpic

The greatest concealment rig I ever saw was a shoulder rig for a 7" Bowie under the strong shoulder armpit. The handle hung down with the edge forward. Presentation was grasping the handle and pushing the blade forward through the breakfront leading edge...so your first move was a downward cut to a reaching arm...because the journey is the worthier part...The Shepherd's TaleComment

I would like to know why you think you would you need to have more then one pocket knife on your possession in the first place. If you want one of each then you should get one that has half and half and call it a day.. Having more then one on your for any reason especially for self defense is pointless.I carry a Buck 110 folder for fine cutting and either a 4 in. Cold Steel Safekeeper II double edged fixed blade or 5.5 in. Cold Steel Kobun fixed blade for defensive use. I OC the fixed blades, obviously. I've only ever had to pull a knife in self defense once, and it was my Ka-bar, the standard issue model.A common recommendation for defensive purposes is one for each hand, in case the other is occupied fending off an attacker or otherwise. Many folks than carry another, in a back pocket for general cutting.

Completely exposed (except in the sheath is OK), yes.
