As to the AR and the 30 round magazine, was the AR not registered? Or did it have a bullet button and a high capacity magazine was installed? In other words, just based on the story it is unclear what the problem was. Personally, I think he should push the issue and try to get ALL the charged dropped as the laws are not Constitutional, as least in my opinion.
What got him in trouble was that he was using a high capacity mag at the local range, bullet button or not. From what I was told, everything else they did were by the book (weapons registered and safely transported, rented a lane at the range, and followed range rules).

As far as I know, there is nothing illegal about using or having a high capacity magazine at a range unless it is put on a firearm which is not a registered a-salt weapon. If the firearm was registered as an a-salt weapon, then there should not be a problem. I think you do have to get permission from the property owner, but that should not be an issue at the range unless they have rules saying otherwise.

So, I am still confused as to what they actually did to get arrested since so far I have heard nothing to indicate an illegal act. If that is the case, those people need to get a better attorney who knows firearms laws.

        So... many... questions...

What got him in trouble was that he was using a high capacity mag at the local range...
"Using a high capacity magazine" (provided it's in a legally configured rifle) is not a crime.

        ...bullet button or not.
Well, which is it? Was he using a high capacity magazine in a bullet button equipped rifle or not?

From what I was told, everything else they did were by the book (weapons registered and safely transported, rented a lane at the range, and followed range rules).
        Registered assault weapon?

What was your friend arrested for? What was he charged with?

Putting a magazine lock on a RAW and using high capacity magazines is not a crime either, just a bit silly. A RAW can use high capacity magazines, magazine lock or not.

I thought any center fire rifle with a non-detachable magazine had to be 10 rounds or less and didn't know RAW's were exempt. Thanks for the clarification and I've removed that question from my post.

Sounds like your co-workers buddy was either an idiot or breaking the law in some other way.

I have some AR15 rifles and LOTS of 30 round magazines. I legally use them at the range whenever I damn well please.

I pity the fool who is stupid enough to try and arrest someone for a law they do not understand!

The reason for the 10-round limit is that it creates an 'assault weapon' - which a RAW, Registered Assault Weapon, already is.

There isn't enough info to say whether he is guilty. We don't know what he was arrested for or charged with. For all we know the cops asked him where he got the magazine and the accused blurted out he bought it while on vacation out of state and brougt in bad to Cali. If so he is guilty of unlawfully importing? If he said he assembled the mag from a parts kit he just bought on line, it's illegal manufacture. The OP said he may have been firing "in spurts". doe that mean it was converted to full automatic?

Handguns require the $19 and the OpLaw form.

I honestly don't know if the DOJ will accept a handgun OpLaw when the transferee is under 18.

There is nothing illegal about using high-caps at any range.
Long guns are not registered in California.

If the cops arrested him and he's attempting to get the charges reduced, it would have to have been for felony possession of an unregistered assault weapon. He either had a featured AK that did not have a mag lock, or he was using a high cap in a maglocked weapon. Same penalties for both.

If the guns being "registered" refers to them being registered assault weapons, then the use of the high cap without a mag lock was 100% legal and he has the wrong attorney if he is attempting to bring it down to a misdo.
                      Charges should be dismissed.

Do you happen to know what PC he was charged with?

I don't believe a word of this story.

Sorry...it comes off as a tall tale.

Long guns aren't required to be registered.

It is not illegal to use, own or possess high capacity magazines.

"If" the weapon was already registered as you say it was, then it's a legal Registered Assault Weapon already and he can run any magazines he desires.

                        So far we have FUD.

Yeah, even if he got popped for importing or manufacturing a large capacity magazine, that is only a misdemeanor. It may have been registered as an AW and later converted to full automatic. That or he lied about it being a RAW.

If the story is 100% accurate as presented, he needs to get the CGF involved.... but 30rd magazine + AK + "firing in spurts" sounds like a case the CGF wouldn't touch.

The story does not include what the person was charged with. Waiting in the parking lot seems a bit strange too. So, even if everything is accurate, it is not complete.
