Okay I think I am wrong about the government plates. I just looked at the pics on the site and they are the most radical copy cat wannabe cops I've ever seen. How the hell do they get to have blue lights?

If the car has Gov't plates, chances are VERY good that it's not a private security company... Question is: which plates? US Gov't plates? CA Gov't plates?

They probably use that vehicle inside a gated community or military housing. Some place where they are hired to patrol the privately owned roads, and they are given permission to enforce traffic rules in the community. An example of this is Leisure World in Seal Beach. They are a "community" and their patrol vehicles have red and blue lights, which they can only use in the community.Comment

The OP said Black Crown vic's. I was going to say this all sounds like national public safety i knew it! But they have Green not Black cars! For example i saw a impala yesterday that had Government plates mid sized sedans will have a G-11 series plate.
National Public Safety has ruined its reputation; as for as the blue and red lights in the grille i have no idea what that is about. I heard rumors they used to pull people over and conduct traffic stops, it all got to their heads a little too much. And no. Red and blues are reserved to emergency vehicles only. Any private vehicle, including security vehicles are only supposed to have amber lights and they can't even activate them on public streets from what I understand, only on their private property where they patrol.
If it says PUBLIC SAFETY, they are not POLICE or any other LE. USC Public Safety only has police powers by MOU with LAPD and they are not a police agency. Claremont College and Azusa Pacific has PUBLIC SAFETY as well. They are not police agencies. Remember kids, if it doesn't say POLICE, it's not the real thing.I like guns

I love just hitting the gas on the freeway when I see these posers and speed right past them in my POV. You know that just irks them 'cause they can't pull anyone over and write them a ticket.

Ever had a crown vic pull up to try to back you or wave the "Code 4" sign and you look and wonder who the... and see it's a security car and you tell them to get away before you arrest them for obstruction?

The City of Rohnert Park has Public Safety Officer's. I believe there is at least one City in Northern Cali that does also. They work both Fire and Police on some type of rotating schedule. These are real cops who can cite you and take you to jail. And if you're on fire, they can put you out.Comment

We had that type of setup here with the Ontario Airport Police who were called public safety an were cross trained as fire responders. They decided it wasn't working and went to police and fire separately. In SoCal, I don't think we have that type of setup anymore. If there are some in NorCal, that goes to show you that California is indeed two different states.I like gunsComment

Back in the late 60's early 70's, "Public Safety" was the new wave P.R. term for Police and Fire departments. The city of Semi Valley, Lakewood Colorado, and several others started calling their departments "Public Safety Departments". Some even went as far as to have their uniforms changed to blazers with a chest patch.
That was also the time when many of the police departments were going to white cars with accent stripes. In 1972 every agency in Orange Co. except Cypress P.D. and OCSD had white cars.
Eventually the Chiefs and Sheriff's figured out that being "public safety" officers really didn't improve their public image any more then being "police" officers. Blazers really didn't work out well for daily uniform patrol use. And most people actually liked the traditional "black and white" cars.John Bishop

I remember seeing some old pics of Redlands Police who went public safety with blazers. That didn't last long either. I know Texas does it with their highway patrol and that's another state. In SoCal, it's a done deal.I like gunsComment

Sunnyvale has a Department of Public Safety. They do Police/Fire/EMS. That department is organized with a Police Department and a Fire/EMS department. All DPS members are cross-trained as Police and Firefighters. They do serve in both roles.
However, their cars are "POLICE" emblazoned... not DPS.Comment
