    Probable cause is needed to arrest.
    Reasonable suspicion to detain. Questions may be asked in a detention during the investigation.

    I suggest reading the replies.

      I was leading into what was to come next which was a warrantless search of the vehicle (for which probable cause is needed).

      I'm aware of the difference between PC & RS and no plates on the vehicle is cause for neither. Rather, a simple fix-it ticket.

      I did read all the responses btw.

        You are right however code33 in that questions may be asked. Questions will no doubt be asked at length for how else do possible convictions present themselves? Indeed questions may be asked. It's the ability to hold ones tongue that people in those situations lack.

          No plates is a violation of the vehicle code. It is probable cause to stop your car. We can stop you and initiate an investigation to determine the ownership and registration status of the vehicle.

            So if your investigation of reg/ownership/insurance turns up nothing and everything is legit except the plates not being on the car, then the only thing left to issue is a fixer ticket?
